Tender for the Procurement of Consultancy Services for the Development of EAND's Five-Year strategy for the Period 2027–2031

1. As the exclusive sales and marketing organization for National Cement products from the Lemi and Dire Dawa plants, and in accordance with the requirements of the EAND, the Company hereby invites eligible and qualified bidders to submit proposals for the development of its Five-Year strategy through a nationwide open competitive bidding process

2. The procurement of the Five-Year strategy Consulting Service shall be conducted through a competitive bidding process open to eligible and qualified bidders. Interested bidders shall submit, as part of their technical proposal, valid and up-to-date supporting documents, including: a renewed Business License appropriate to the consultancy service; a valid Professional License or Certificate relevant corporate strategy and consultancy services; a valid Tax Clearance Certificate; a Taxpayer Identification Number (TIN) Certificate; a Value Added Tax (VAT) Registration Certificate; evidence of Firm/consortium with at least ten years of relevant corporate strategy, go-to-market or distribution advisory experience, preferably with demonstrated cement/building-materials assignments in African or similarly competitive markets and cross-border cement/building-materials trade. successful completion of At least three comparable assignments completed in the last seven years, including one with distribution-channel economics, retail expansion or major industrial sales transformation, supported by completion certificates, recommendation letters, or client references; audited financial statements demonstrating the bidder’s financial capacity; and a company profile detailing the firm's organizational structure, areas of expertise, key professional staff, CVs and academic credentials of the proposed consultants and key experts and relevant experience.

3. Interested bidders may obtain a full set of Bidding Documents in English by paying a non-refundable fee of Birr 1000.00 (one thousand Birr).

4. Bidders can submit their bid documents at the address described below at or before November 19, 2026, at 4:00 a.m. The bid will be opened on November 19, 2026, at 4:30 a.m. in the presence of bidders or their legal representatives. Late bidding documents are not accepted.

5. Bidders must submit a bid bond amount of Birr 50,000.00 (Fifty thousand Birr) with CPO or non-conditional bank guarantee attached to participate in the bid. If the bid security is in the form of Bank Guarantee, the bid security validity date shall be at least 118 days from the date of bid opening date.

6. EAND has the right to cancel the auction in whole or in part.
