5. Mandatory Eligibility & Qualification Criteria

• Registration: Legal registration in Ethiopia with a valid trade license covering computers/ICT/electrical supplies, valid TIN, and VAT registration certificates.
• Business Longevity: Operational for at least three (3) years.
• Unique Entity Identifier (UEI): Must possess or obtain a UEI within 5 days of selection.
• Bid Security: ETB 500,000 (Five Hundred Thousand Ethiopian Birr) in the form of an unconditional bank guarantee or CPO from a licensed Ethiopian bank, valid for at least 30 days beyond the proposal validity.
• Manufacturer Authorization: Official manufacturer or authorized-distributor letter for each offered product.
• Exclusions/Prohibitions: Compliance with Section 889 (no Huawei, ZTE, Hytera, Hikvision, Dahua) and FAR 52.204-23 (no Kaspersky).
• Past Experience: At least two (2) comparable supply contracts completed within the last three (3) years with client references.
