International Competitive Bidding (ICB) - Turnkey Basis

(MDF/HDF Factory Process Plant & Machinery Only)

1. Minda Business Group PLC invites sealed bids from eligible and qualified local and international bidders for the design, supply, delivery, installation, testing, commissioning, and training of the MDF/HDF Factory process plant and machinery with a daily production capacity of 600 cubic meters on a turnkey basis.

2. The Turnkey scope is clearly stated in the bid document.

3. Eligibility Requirements (to be submitted with the Technical Proposal):

a. Ethiopian trade auxiliary / agents must provide:

• Valid Trade/Business License (trade auxiliary), Valid Tax Clearance Certificate, VAT Registration Certificate, and also show agency status certificate.

b. Foreign bidders must provide:

• Company/Business Registration Certificate or Trade License issued by the competent authority in the country of establishment, Any other relevant authorization documents (e.g., manufacturer authorization if applicable)

A complete set of Bidding Documents (in English) may be purchased by interested eligible bidders upon payment of a non-refundable fee of ETB 10,000 (Ten Thousand Ethiopian Birr) or its equivalent in USD. 4. Bids must be prepared in two separate sealed envelopes clearly marked:

• "Technical Proposal" (one original + one copy)
• "Financial Proposal" (one original + one copy)

Each bid must be accompanied by a Bid Security of 2% of the total bid price. The Bid Security shall be in the form of:

• Certified Cheque/Cashier's Order, or unconditional and irrevocable Bank Guarantee issued by a reputable bank.

Bank Guarantees issued by foreign banks must be counter-guaranteed by a reputable Ethiopian commercial bank acceptable to the Client. The Bid Security must remain valid for 120 days from the bid submission deadline (or at least 30 days beyond the bid validity period).

5. Bids must be delivered to the address below on or before April 27, 2026, at 2:00 P.M. local time. Late bids will be rejected.

6. The Technical Proposals together with the Bid Securities will be opened publicly on the same day at 2:30 P.M. in the presence of the bidders' representatives who choose to attend. The Financial Proposals of only those bidders who pass the technical evaluation will be opened at a later date, which will be communicated in writing. Bids shall remain valid for 120 days from the date of bid submission. All queries or requests for clarification must be submitted in writing to the email address indicated in the bid document above no later than 7 days before the bid submission deadline.

9. Minda Business Group PLC reserves the right to accept any bid, reject any or all bids, annul the bidding process, or cancel the procurement at any time without incurring any liability to bidders and without assigning any reason.
