This procurement aims to provide critical machinery support to manufacturing enterprises located within the Hossana Town Manufacturing cluster centers managed by the Corporation. This project is financed through the financial support received from the Deutsche Gesellschaft für International Zusammenarbeit (GIZ Invest for Jobs Project) for the 2018 Ethiopian Fiscal Year (EFY). Bidding will be conducted through National Competitive Bidding (NCB) procedures specified in the Public Procurement Directive.

2. Bidder Eligibility and Requirements

Interested bidders must facilitate their application by submitting valid, original copies (and one photocopy) of the following statutory documentation: Valid Business Registration Certificate issued by the relevant government authority. Renewed Trade/Business License valid for the current fiscal year (2018 EFY). Tax Clearance Certificate issued by the Ministry of Revenues/ the time of bid submission. Regional Revenue Authority valid at VAT Registration Certificate. Valid Government Supplier Registration Certificate issued by the Public Procurement and Property Authority (FPPA) or regional equivalent.

3. Acquisition of Bidding Documents

A complete set of Bidding Documents in English may be purchased by interested eligible bidders upon presentation of the required certificates listed in Section 2 to the Procurement Directorate of CE_IPDC and upon payment of a non-refundable fee of ETB 300.00 (Three Hundred Ethiopian Birr). The method of payment shall be via direct deposit or bank transfer to the Commercial Bank of Ethiopia (CBE), Account Name: Central Ethiopia Industrial Parks Development Corporation, Account Number: 1000642297148. Bidding documents will be available for purchase for fifteen (15) consecutive calendar days starting from the first date of publication of this notice on national newspapers.

4. Bid Preparation, Sealing, and Submission

Bidders shall prepare and submit their bids strictly utilizing the Standard Bidding Document (SBD) format. The submission must be structurally separated into the following components: Proposal: One (1) Technical Financial Proposal: One Original and two and Two (1) Original Photo Copies. Copies.
Bid Security: One (1) Original enclosed in its own separate envelope. Each component must be wrapped in inner envelopes and finally enclosed in a single outer envelope.

Every envelope must be securely waxed, sealed, and clearly marked with the Bidder's official name, address, and the Tender Reference Number. Bids must be delivered to the designated Tender Box located at the Corporation's Head Office in Butajira Town no later than 6:00 AM (Local Time) on the 16th day from the date of newspaper publication.

5. Bid Opening

Bids will be opened on the same day as the submission deadline at 8:00 AM (Local Time) in the presence of bidders or their authorized legal representatives who choose to attend at the CE-IPDC Conference Hall, Butajira. Note on Non-Working Days: If the 16th day falls on a Saturday, Sunday, or an official Ethiopian public holiday, the submission and opening deadlines shall automatically be extended to the next consecutive working day at the exact same hours specified above.

6. Bid Security

All bids must be accompanied by a Bid Security of ETB 50,000 or a specific percentage]in the form of:

a) An Unconditional Bank Guarantee;

b) An Irrevocable Letter of Credit (L/C); or

c) A Certified Cheque/Cash Payment Order (CPO) issued by a recognized local commercial bank.

7. Essential Procurement Conditions

Authentication: Every page of the submitted technical and financial bid documents must bear the bidder's official organizational seal and the signature of an authorized signatory. Failure to sign and seal will result in automatic rejection. Integrity and Fraud Prevention: Any bidder discovered to have submitted falsified, forged, or altered documentation shall be immediately disqualified, blacklisted from future public procurement, and reported to law enforcement for criminal prosecution. Pre-Open Objections: Any grievances or requests for clarification regarding the content of the bidding documents must be submitted in writing to the Procurement Directorate prior to the bid opening date. Process Validity: The absence of a bidder or their representative during the official bid opening session shall not invalidate, delay, or interrupt the opening process. Rights Reserved: The Central Ethiopia Regional Industrial Parks Development Corporation (CE-IPDC) reserves the absolute right to accept or reject any or all bids, to waive minor informalities, and to annul the bidding process at any time prior to contract award without thereby incurring any liability to the affected bidders.
