Subject: Procurement of Tomato processing Plant

  1. The Central Ethiopia Regional State Bureau of Agriculture has received 5. financing from the International Fund for Agricultural Development (IFAD) intends to apply a part of the proceeds of the financing to this purchase. The use of any IFAD financing shall be subject to IFAD's approval, pursuant to the terms and conditions of the financing agreement, as well as IFAD's rules, policies and procedures. IFAD and its officials, agents and employees shall be held harmless from and against all suits, proceedings, claims, demands, losses and liability of any kind or nature brought by any party in connection with procurement of the supply, delivery, installation, testing, commissioning and training of operators of a tomato processing plant at Lanfuro Woreda.
  2. The Central Ethiopia Regional State, Participatory Agriculture & Climate Transformation (PACT) Programme aims to contribute to poverty reduction and improved resilience of the target rural households. The Programme Development Objective (PDO) is to enable 9,743 rural households (men, women, youth and persons with Disabilities (PWDs) in selected 12 Landscape and aimed to develop 12,860 ha land to sustainably improve incomes, food and nutrition security and build resilience to shocks. The Programme will be implemented in 5 Zones and 1 Special Woreda those are Misrak Gurage, Silte, Halaba, Kembata & Hadiya Zones and Mareko Special Woreda, Among 5 Zones 5 woredas and 1 Special woreda. The Programme will be implemented over a seven-year period.
  3.  The purchaser now invites sealed bids from eligible entities (bidders) for the provision of the procurement of the supply, delivery, installation, testing, commissioning and training of operators of a tomato processing plant. The plant shall process fresh tomatoes into products such as tomato paste and tomato sauce in compliance with applicable quality and food safety standards. The supplier shall provide a fully functional and integrated processing system, including all required machinery, equipment, accessories, utilities, installation, commissioning, and operator training services.
  4.  This IFB is open to all eligible bidders who wish to respond. Subject to restrictions noted in the bidding document.
  5. The goods and related services, and the contract expected to be awarded, supply, delivery, installation, testing, commissioning and operators training.
  6. Bidding will be conducted using the national competitive bidding (NCB) method, the evaluation procedure for which is described in this bidding document, in accordance with the IFAD Procurement Handbook which is provided at www.ifad.org/project-procurement  The NCB process, as described, will include a review and verification of qualifications and past performance, including a reference check, prior to the contract award.
  7. Please note that a pre-bid conference will not be held as described in the bid data sheet (BDS), Section III of the bidding document.
  8. Bidders interested in submitting a bid shall purchase the bidding document against payment of a non-refundable fee of ETB 500 (five hundred birrs). This will ensure that the bidders receive updates regarding this bidding document.
  9. Bids must be delivered to the address and in the manner specified in the bid data sheet - instructions to bidders 23.2, no later than 2:00 PM Local time July 13, 2026 G.C. The bids will opened immediately thereafter, 2:10 PM Local time on the same date in the presence of bidders' who choose to attend, at the address below.   10. Bidders shall be aware that late bids will not be accepted under any circumstance and will be returned unopened at the written request and cost of the bidder. All bids must be accompanied by a bid security of ETB 450,000 (Four hundred fifty thousand birr) (as required) in the manner and amount specified in the bid data sheet.
  11. Please note that electronic bids shall not be accepted.
