1. This Invitation for Bids follows the General Procurement Notice (GPN) for this project that appeared in UNDP online and on the African Development Bank Group's Internet Website dated 21st February 2024.

2. The Federal Democratic Republic of Ethiopia has received Financing from the African Development Bank in various currencies towards the cost of Climate Resilient Wheat Value Chain Development (CREW) Project. It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for the Rehabilitation and Expansion of Small-Scale Irrigation Schemes (SSIS) in Oromia Region.

3. Oromia Bureau of Agriculture now invites sealed bids from eligible contractors having work licenses in water works construction grade 3 (WWC-3) and above for the Rehabilitation and Expansion Small-Scale Irrigation Schemes (SSIS) packaged under 2 (two) different lots indicated in the table below:

4. Bidding will be conducted through Open Competitive Bidding National procedures in accordance with the African Development Bank's "Procurement Policy for Bank Group Funded Operations", dated October 2015 and is open to all eligible bidders as defined in the Procurement Framework.

5. Interested eligible bidders may bid for one or more lots and may obtain further information and inspect the bidding documents at the office address given below in the morning from 8:30 AM to 12:30 PM and in the afternoon from 1:30 PM to 5:00 PM Monday to Friday.

6. A complete set of bidding documents may be purchased by interested bidders upon submission of a written application to the address below and upon payment of a non-refundable fee of ETB 2000.00 (two thousand Birr). The method of payment will be through bank transfer to Oromia Bureau of Agriculture & Nat.Res Acc. No 1000007342105 Commercial Bank of Ethiopia

7. All Bids must be valid for a period of 120 (one hundred twenty) days after Bid opening and must be accompanied by an original bid security as stated in the table above and in the form of an unconditional Bank Guarantee enforceable in the local registered banks, in the format provided in the Bidding Document,

8. Bids must be delivered to the address below on or before 10:00 A. M EAT on May 19, 2026. Electronic bidding will not be permitted. Late bids will be rejected.

9. Bids shall be publicly opened at the address below, at 10:15 AM on the same date of closing in the presence of bidders or their designated representatives who choose to attend.

10. Attention is drawn to the Procurement Framework requiring the Borrower to disclose information on the successful bidder's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
