Mizan-Tepi University : Procurement of ICT Equipment

Bidders must have a minimum of 300,000,000 ETB sum total turnover records of the last three years and provide Audited financial statement

The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the following cash-flow requirement:

Submission of audited balance sheets and other financial statements as required in the BDS Clause 15.2(b), for the last years to demonstrate the current soundness of the Bidder's financial position and its prospective long term profitability

Having been submitted VAT registration certificate issued by the tax authority (in case of contract value of Birr 100,000.00 and above) in accordance with ITB Clause 4.6.

Having been submitted valid tax clearance certificate issued by the tax authority (Domestic Bidders Only) in accordance with ITB Clause 4.6

No conflict of interest as described in ITB Clause 6.

In the case of a bid submitted by a joint venture (JV), the Bidder has to submit the Form Data on Joint Ventures, the Agreement governing the formation of joint venture, or letter of intent to form JV, including a draft agreement, in accordance with ITB Clause 4.1

Nationality in accordance with ITB Clause 4.2.

Having been submitted valid trade license or business organization registration certificate issued by the country of establishment in accordance with ITB Clause 4.6

Among the staff mentioned in Sub-Clause, Bidder must demonstrate that it will have the personnel for the key positions that meet the following requirements

If the Qualification and experience of technical experts of the company is equal or greater than to the list below criteria:

ü  1 Project manager: Project Manager with a minimum of 8 years of experience and having successfully managed at least two ICT infrastructure implementation projects; and

ü  1 Technical manager: The bidder must propose one (1) Technical Manager with at least 6 years of relevant ICT experience, holding multiple high-level ICT certifications The technical Manager should have the following certifications:  .  CCNP or  HCIP certified

ü  Technical engineers/expert’s: a minimum of three (3) full-time technical engineers or ICT experts, each with at least 7 years of relevant experience in ICT infrastructure implementation or related fields having professional or expert level certifications with degrees in computer science or electrical engineering.

At least 6 staff currently work for the Bidder.

The Bidder must stay for at least 5(Five) years in the market and successfully implemented minimum of 3 relevant experiences in Datacenter solution, and related server or storage, Network infrastructure testimonial or related experience, shall be provided.

• The items are specified with minimum requirements; and, hence; any miss of minimum proposal or compliance will make the Bidder automatically nonresponsive

• The Bidder is solely responsible to make sure that all the proposed hardware, systems and licenses are interoperable (compatible). In other words, device to device, device to network, network to network, service to service, system to device, system to network and so on interoperability is the obligation of the Bidder. To ensure Interoperability, all components must work together according to requirements and expectations for performance, security, availability data integrity and so on. All products and systems must form an integrated solution, enabling seamless communication with one another. 

• All bidders should fill their offer against the given mandatory (M) specification only and all spec are considered mandatory points to be complied. If a column in the compliance is not filled or filled with inappropriate data, it results in automatic rejection all spec are mandatory criteria.

Bidder has to submit Certificates of satisfactory execution of contracts provided by contracting parties to the contracts successfully completed in the period and budget as specified in the BDS Clause 16.3

Bidder has to submit Manufacturer Authorization Letter in accordance with ITB Clause 5.6

The bidder must attach a valid Manufacturer Authorization Form from the Original Equipment Manufacturer (OEM) as requested. Failure to provide the required authorization letter will result in automatic rejection of the bid

Bidder has to provide in the Bid Submission Sheet Form the Statement attesting the origin of the Goods and Related Services offered

Bidder has to submit Description of the organization of the warranty offered in accordance with the conditions laid down in GCC Clause 23
