INVITATION FOR COMPETITIVE BIDDING

FOR THE PREPARATION OF FINANCIAL

ACCOUNTING POLICY AND PROCEDURES MANUALS

Hibret Insurance S.C. invites eligible and qualified bidders to submit sealed bids for the provision of consultancy services for the preparation of Financial Accounting Policy and Procedures manuals.

General Information and Instructions to Bidders

1. Hibret Insurance S.C. ("the Company") invites eligible and qualified bidders to submit sealed proposals for the preparation of comprehensive Financial Accounting Policies and Procedures.

2. The bidding process will be conducted in accordance with the Company's open tendering procedures and the relevant laws of the Federal Democratic Republic of Ethiopia. It is open to all eligible bidders.

3. A complete set of bidding documents can be obtained from the Company's Headquarters located at Churchill Road, Tewodros Square, Hibret Insurance Building, 1st Floor, Cashier's Office, by paying Birr 1,000.00 starting from Monday, 20 April 2026, during working hours from 8:30 AM to 4:30 PM.

4. Bidders must submit copies of the following valid and renewed documents along with their bid:

a) Trade License

b) VAT Registration Certificate

c) Tax Clearance Certificate

d) TIN Certificate

5. Bids must be accompanied by a Bid Security of Birr 50,000.00 (Only Fifty Thousand) in the form of a Cash Payment Order (CPO) or an unconditional bank guarantee. The bid security must be submitted in a separately sealed envelope, clearly marked as "Bid Security", and shall be payable on demand to Hibret Insurance S.C.

6. Bids shall remain valid for 45 calendar days from the date of bid opening.

7. Bidders shall submit Technical and Financial Proposals separately in sealed envelopes. Each proposal shall consist of one original and one copy.

8. Bids must be delivered to the Company's Headquarters, Human Capital and Property Management Department, 9th Floor, not later than 30 April 2026 at 2:00 PM. Bids will be opened on the same date at 3:00 PM in the presence of bidders or their authorized representatives at the Company's Headquarters.

9. The Company reserves the right to accept or reject any or all bids, in part or in full, at any time without incurring any liability to the affected bidders and without assigning any reason thereof.
