1. Background & Invitation

JaRco Consulting PLC is a registered and licensed private Ethiopian International Development Consulting Firm established in 2007, headquartered in Addis Ababa.

In compliance with the Financial Reporting Proclamation No. 847/2014, Council of Ministers Regulation No. 332/2014, and directives issued by the Accounting and Auditing Board of Ethiopia (AABE), JaRco Consulting PLC hereby invites eligible, competent, and qualified consulting firms to submit Technical and Financial Proposals for Consultancy Services for the Implementation of International Financial Reporting Standards (IFRS). 

2. Objective & Scope of Assignment

The primary objective of this assignment is to support JaRco Consulting PLC in successfully transitioning to IFRS, preparing its Opening IFRS Statement of Financial Position, and producing its first IFRS-compliant financial statements for the year ending 30 June 2026.

The selected consultant will be expected to deliver comprehensive assistance across the following key areas:

• Conduct an IFRS Diagnostic & Gap Assessment.
• Formulate an IFRS Conversion Strategy & Roadmap aligned with AABE requirements.
• Prepare the Opening IFRS Statement of Financial Position (per IFRS 1).
• Develop/revise the IFRS Accounting Framework, Manuals, and SOPs.
• Redesign the Chart of Accounts & General Ledger Mapping.
• Perform a Tax Impact Assessment (Ethiopian Tax Laws, Deferred Tax, etc.).
• Provide Capacity Building & Staff Training.
• Assist in preparing the First IFRS-Compliant Financial Statements (with comparative data for 30 June 2025).
• Offer technical support during External Audits, Management Reviews, and AABE submissions.

3. Eligibility & Submission Requirements

Interested consulting firms must provide evidence of their technical capacity and legal standing. Submissions must include the following required documents: 

A. Administrative & Legal Documents

• Valid Business Registration Certificate
• Renewed Trade License (2018 E.C.)
• Tax Identification Number (TIN) Certificate
• Value Added Tax (VAT) Registration Certificate
• Valid Practicing License issued by AABE (for both the Firm and Key Professionals)

B. Technical Proposal

• Detailed Company Profile showcasing extensive experience in IFRS implementation in Ethiopia.
• Proposed methodology, technical approach, detailed work plan, and implementation timeline.
• Key personnel credentials and CVs demonstrating expertise in accounting, auditing, taxation, and financial training.
• Proof of at least three (3) successfully completed IFRS conversion assignments (including client references or completion certificates).

C. Financial Proposal

• A detailed Financial Proposal outlining the cost breakdown for the proposed scope of work.

4. Assignment Schedule & Reporting

• Duration: The consultancy is scheduled to commence upon contract signing and must be completed within the agreed timeframe per the approved implementation roadmap.
• Supervision: The Consultant will report directly to the Management of JaRco Consulting PLC / designated IFRS Steering Committee.
