The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the GOVERNANCE MODERNIZATION TO ENABLE EFFICIENT SERVICE DELIVERY PROJECT, and intends to apply part of the proceeds for consulting services.

The consulting services ("the Services") seeks the service of a qualified and experienced Procurement Specialist, who shall be responsible for the overall management of Procurement activities of Component 1- improving Public Administration Capabilities of Governance Modernization to Enable Service Delivery Project at the Federal Civil Service Commission (FCSC). The procurement specialist will ensure the compliance of the component to the World Bank Procurement Regulations. The duration of consulting service is for 12 months with possible extension based on satisfactory performance.

The Federal Civil Service Commission now invites eligible consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are: academic qualification, general and specific experience in the field, and experience in the Region.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" February 2025 ("Procurement Regulations"), setting forth the World Bank's policy on conflict of interest.
