Federal Technical and Vocational Education and Training Institute: Procurement of Maintenance and Repair Service

Submission of audited balance sheets and other financial statements as required in the BDS Clause 17, for the past [insert number of years] years to demonstrate the current soundness of the Bidder's financial position and its prospective long-term profitability.

The Bidder must demonstrate access to or availability of financial resources such as cash on hand or unconditional bank loan other than any contractual advance payments to meet cash flow requirement minimum of 2 million ETB.

For Local Bidder;

The peak annual turnover calculated as total certified payments received for contracts in progress or completed within the last 3 years must exceed 50 Million Birr.

Bidder has to submit valid business license indicating the stream of business in which the Bidder is engaged, in accordance with ITB Clause 4.5(b)(i);

 Bidder has to submit a valid tax clearance certificate issued by the tax authority in accordance with ITB Clause 4.5(b)(iii).

 Bidder has to submit VAT registration certificate issued by the tax authority (in case of contract value specified in BDS Clause 4.5(b)(ii)), in accordance with ITB Clause 4. 5(b)(ii).;

 Bidder has not been debarred by a decision of the Public Procurement and Property Administration Authority from participating in public procurements for breach of its obligation under previous contracts, in accordance with ITB Clause 4.3;

Bidder does have nationality in accordance with ITB Clause 4.2.

Bidder is found to have a conflict of interest as described in ITB Clause 6;

Bidder has to submit business organization registration certificate in accordance with ITB Clause 4.5(c).

The Bidder must demonstrate that it will have the required equipment and machinery & equipment for the implementation of the contract .The bidder has to specify which machinery/equipment he intends to use for the job and what extend this is readily available to him (refer the tubular requirement for the project on the table below)

Bidder has failed to provide CVs of the Professional staff signed by the staff themselves or by the authorized representative of the Professional Staff.

At least 3 staffs currently working for the Bidder.

Bidder must demonstrate that it will have the personnel for the key positions that meet the following requirements.

All List Professional Strictly Mandatory, so it have Huge Impact on technical Evaluation (refer the tubular requirement for specific

 Project on the table).

The Bidder must submit a document that the  key professional’s agreement to work  on the project.           The distribution of allocated points for Total and specific exercise is;

§ General Experience— 40%.

§ Specific Experience—60%. 

Education is a must meet criteria and testimony shall be attached. Otherwise, the proposed staff will be rejected, or zero points will be given

All pending litigation shall in total not represent more than ,,,, [insert required percent] percent of the Bidder’s net worth and shall be treated as resolved against the Bidder.

Non-performance of a contract did not occur within the last [insert required number of years] years prior to the deadline for Bid submission, based on all information on fully settled disputes or litigation. A fully settled dispute or litigation is one that has been resolved in accordance with the Dispute Resolution Mechanism under the respective contract, and where all appeal instances available to the bidder have been exhausted

Bidder has failed to provide in the Bidder Certification of Compliance Form information about contracts similar to the proposed Works in the number, value, and period 

Bidder has failed to provide in the Bidder Certification of Compliance Form information about major relevant contracts successfully completed 

Registered Company in Construction

For Local bidders;

The Bidder has successfully participated as a design-build contractor or Subcontractor or joint venture partner in at least one contract of design-build to building renovation, with similar complexity in nature and size within the last three years (2016- 2018 E.C) with a value of at least ETB 16,000,000.00 that have been Successfully and substantially completed (70% completed). or two contract of building project with similar complexity in nature and size within the last Three years (2016-2018 E.C) each with a value of at least ETB 8,000,000.00 that has been successfully and substantially completed (70% completed).

The works to be considered for similarity and equivalency in nature complexity and scope shall correspond to all the works stated here under:
