CAMARA EDUCATION ETHIOPIA INVITATION FOR NATIONAL COMPETITIVE BID (NCB) FOR PROCUREMENT OF ELECTRICAL MATERIALS, PRINTING SERVICES, FURNITURE, AND VEHICLE RENTAL SERVICES

Introduction

Camara Education Ethiopia is an intermotional NGO registered with the Authority for Civil Society Organizations (Ucense No. 1923) and a long-standing partner of the Federal Ministry of Education (MOE) since 2011, supporting the expansion of inclusive digital learning in disadvantaged communities in Ethiopia.

In line with its program implementation requirements, Camara Education Ethiopia hereby invites eligible and qualified bidders to submit sealed bids for the supply of electrical and network installation materials, printing and publication services. computer tables, and vehicle rental services. To enhance competition and unsure efficient procurement, this tender is divided into four distinct lots, allowing bidders

to participate in one or more categories depending on their area of expertise and capacity

Scope of Supply

The procurement under this tender is divided into the following four lots. Bidders may submit offers for one or more lots; however, each lot shall be evaluated and awarded separately. Detailed specifications and requirements for each lot are provided.

Lot 1: Provision of Electrical and Network Installation Materials

This lot covers the supply of printing and publication materials required for program implementation and visibility. The scope includes the production and delivery of the printed products stated below. Lot 3: Purchase of Computer Table

A computer table that can accommodate 3 computers side by side with the following specifications:

  • Table dimension: 180*60*75 cm (standard ergonomic height)
  • Structure: Strong metal frame (SHS 30*30*1.25). Reinforced legs with cross- support for stability
  • Tabletop: Durable Melamine Laminated Board, Smooth, scratch-resistant. and easy-to-clean surface, with 3 Cable management holes
  • Capacity: Suitable for 3 full desktop setups (monitor, System Unit, keyboard and mice)
  • Finish: Professional office finish (e.g.. grey, brown, or black)
  • Warranty: Minimum 1 year
  • Delivery: Production and delivery timelines shall be specified and agreed upon with the successful bidder(s) upon completion of the bid evaluation process and issuance of the contract award.
  • Transportation: Transportation costs shall be quoted separately for delivery to the following regional destinations: Sidama, Amhara, Tigray, Harari. Dire Dawa. Southern Ethiopia, Central Ethiopia, Benishangul-Gumuz Addis Ababa. Afar and Somali regions.

Lot 4: Provision of Vehicle rental service

Provision of vehicle rental services for field operations, including transport of staff, materials, and equipment.

Service Requirements:

Type of Vehicle-1:4WD or high-clearance vehicles (e.g. Mark II. Land Cruiser 105, Toyota Hilux, or equivalent). Suitable for urban and rural/rough terrain

  • Type of Vehicle - 2: Freight transport vehicles (e.g. Isuzu FSR or equivalent). Suitable for urban and rural/rough terrain
  • Capacity: Minimum 4-7 passengers
  • Driver: Licensed, experienced, and familiar with local routes
  • Availability: On-demand basis (daily or monthly rental options)
  • Coverage Area: The travel coverage area will be to the following regional destinations Sidama, Amhara, Tigray, Benishangul,Dire Dawa. Harari, Afar Somali and Addis Ababa
  • Insurance: Comprehensive insurance coverage required
  • Maintenance: Vehicle must be in good mechanical condition
  • Pricing: The bidder shall quote a daily rental rate. The financial proposal must clearly indicate two separate prices: (i) rate inclusive of fuel and (i) rate exclusive of fuel.

Eligibility Requirements

  • Participation in this tender is open to legally registered suppliers in Ethiopia with proven experience relevant to the lot(s) for which they are applying.
  • Bidders must possess valid and renewed business licenses appropriate to their area of operation, enlisted registered supplier VAT registration and Tax Identification Number (TIN) certificates. Additionally a valid tax clearance certificate may be required prior to contract award.
  • Bidders applying for Lot 1 must demonstrate experience in the supply of electrical or ICT-related materials, while those applying for Lot 2,3 and 4 must demonstrate experience in their respective services areas.
  • All bidders are required to provide evidence of past performance. Financial capacity, and operational capability to deliver the required goods within the specified timeframe. Firms that are debarred or otherwise ineligible shall not be considered.
  • Bidders may submit offers for one or more lots, provided they meet the qualification requirements for each respective lot. Each lot will be evaluated and awarded independently.

Time Frame

The procurement process will commence from the date of issuance of this invitation. Bidders are required to submit their proposals until 10 May 2026 and late submissions will not be accepted.

Delivery timelines for each lot will be specified in the contract agreement, and successful bidders will be required to adhere strictly to the agreed delivery schedules.

Proposal Requirements

  • Financial proposals must be submitted separately from technical proposals and remain valid for at least 15 days. The Technical Proposal must clearly demonstrate the bidder's understanding of the requirements and include detailed specifications, quality standards, and relevant experience.
  • For Lot 1, bidders are expected to include technical datasheets or catalogues for the proposed materials. For Lot 2 Lot 3 and Lot 4 bidders should provide sample descriptions or previous work references demonstrating quality and capacity.
  • Lot 4: Provision of Vehicle Rental Services: Bidders are required to provide detailed price quotations for vehicle rental services across the following regional destinations: Central Ethiopia. South Ethiopia, Sidama, Amhara, Tigray, Benishangul-Gumuz. Dire Dawa, Harari, Afar, Somali, and Addis Ababa.

The quotation must clearly indicate:

(i) the daily rental rate inclusive of fuel; and

(ii) the daily rental rate exclusive of fuel.

  • The financial proposal must present a detailed price quotation based on the Bill of Quantities for each lot, clearly indicating unit prices inclusive of all applicable taxes. Financial proposals must be submitted separately from technical proposals and must remain valid for a specified period.
  • Performance Security
  • The successful bidder(s) shall furnish a Performance Security in the form of an unconditional and irrevocable bank guarantee equivalent to five percent (5%) of the total contract price. The Performance Security must be issued by a reputable bank licensed to operate in Ethiopia and shall be submitted within seven (7) working days from the date of notification of award.
  • The Performance Security shall remain valid for the entire duration of the contract, including any warranty or defect lability period, and shall serve as a guarantee for the faithful performance of the contract in accordance with the agreed terms and conditions.
  • Failure of the successful bidder to provide the required Performance Security within the specified timeframe may result in cancellation of the award and forfeiture of any bid security, if applicable.
  • Camara Education Ethiopia reserves the right to claim against the Performance
  • Security, in whole or in part, in the event of non performance, delayed delivery. breach of contract, or failure to meet contractual obligations by the supplier.
  • The Performance Security shall be released upon satisfactory completion of all contractual obligations, including delivery, installation (where applicable). and acceptance by Camara Education Ethiopia.

Bid Submission

Bids must be submitted in person to Camara Education Ethiopia's office. located at Lideta Sub-City.around Balcha Hospital, Dama House Building. Office No. 304, in sealed envelopes. Technical and financial proposals shall be prepared separately for each lot and clearly marked accordingly.

Bidders are required to clearly indicate the make/brand and model of the goods or services offered (or equivalent), along with the quantity currently available under their ownership, stock, or contractual control to ensure timely delivery. Where a bidder applies for multiple lots, each lot must have its own separately labeled Technical and Financial Proposal, all enclosed within a single outer sealed envelope.

The outer envelope must be clearly marked with the tender number and must indicate that it should not be opened before the official bid opening time".

All bids must be delivered to the designated submission address by 10 May 2026. Late submissions will not be accepted.

Bid Rights and Reservation

Camara Education Ethiopia reserves the right to accept or reject any bid, in whole or in part, without incurring any liability to bidders. The organization further reserves the right to cancel or amend the tender process at any stage prior to contract award.

Each lot will be evaluated and awarded independently. Camara Education Ethiopia reserves the right to award one or more lots to different bidders based on evaluation results.

The organization may request clarifications or additional information and reserves the right to enter into negotiations with the selected bidder(s) where necessary. Any attempt to influence the procurement process will result in immediate disqualification.

Additional Information

Bidders are encouraged to carefully review the bidding documents and ensure full compliance with the requirements of the respective lot(s) for which they are applying. All submissions must comply with applicable Ethiopian procurement regulations and any relevant requirements.

Evaluation will be conducted separately for each lot in a fair, transparent, and objective manner, based on technical compliance and financial competitiveness, ensuring value for money and quality delivery.
