INVITATION TO TENDER

The Ethiopian Public Health Association (EPHA) invites sealed bids from eligible and qualified bidders for the supply of TABLETS.

1. A complete set of bidding documents, containing the detailed specifications and quantity requirements, can be obtained from EPHA Office upon payment of a non-refundable fee of ETB 200.00 (Two Hundred Birr) during working hours (Monday to Friday, 8:00 AM to 5:00 PM).

2. Bidders are required to submit their offers accompanied by copies of valid and renewed documents including: Trade License, Commercial Registration Certificate. Tax Identification Number (TIN). VAT Registration Certificate Note: Offers submitted through personal e-mails will not be accepted.

3. Bids must be submitted in sealed and stamped envelopes as follows:

Technical Offer and Bid Security in one envelope marked "Technical Offer"

Financial Offer in another envelope marked "Financial Offer" Both envelopes must be enclosed in one outer sealed envelope.

4. All bids must be accompanied by a Bid Security/Bid Bond of ETB 10,000.00 (Ten Thousand Bir) in the form of CPO or unconditional bank guarantee issued in the name of Ethiopian Public Health Association (EPHA). The bid security must be enclosed in the Technical Offer envelope (not attached to the Financial Offer). The bid security will be returned after contract signing with the successful bidder.

5. Interested bidders can collect the bid documents starting from next to the date of this notice is posted on the Ethiopian Reporter Newspaper (April 27/2026).

6. Bidders shall submit one original and one copy of both the Technical and Financial proposals in separate sealed envelopes.

7. The bid closing date shall be May 11, 2026 at 10:00 AM and bids will be opened on the same day May 11, 2026 at 10:30 AM at EPHA Meeting Room in the presence of bidders or their authorized representatives who choose to attend.

8. Bid evaluation will be carried out based on a detailed assessment of the bidder's technical and financial proposals, including sample inspection (if required). Since the materials are urgently needed, bidders must clearly indicate delivery time and stock availability.

9. EPHA reserves the right to reject any or all bids, cancel the bidding process, and reject all bids at any time prior to contract award without thereby incurring any liability to bidders.

10. All bidders must clearly mention their delivery time for each Item.

11. EPHA reserves the right to increase or decrease the quantity of items to be purchased by up to 120%.
