• General experienceFor Local ContractorsA minimum of 5 years of General Experience in the field of Road Construction.  Reference: ITB 37.4
• History of non-performing contractsNon-performance of a contract did not occur within the last 10  years prior to the deadline for Bid submission, based on all information on fully settled disputes or litigation. A fully settled dispute or litigation is one that has been resolved in accordance with the Dispute Resolution Mechanism under the respective contract, and where all appeal instances available to the bidder have been exhausted.Reference: ITB 37.4(d)
• Pending litigationAll pending litigation shall in total not represent more than 10 percent of the Bidder’s net worth and shall be treated as resolved against the Bidder.N.B. The Applicant should provide accurate information on any litigation or arbitration resulting from contracts completed or under its execution over the last 10 YEARS. If the bidder fails to provide complete information on this part and the owner finds such cases from his own sources, then the owner may disqualify the bidder. A consistent history of litigation or arbitration awards against the Applicant or any partner of a Joint Venture may result in disqualification.Reference: ITB 37.4(e)
• Equipment for the implementation of the contractThe Bidder must demonstrate that it will have available for the implementation of the contract the following equipment listed hereafter. Reference: ITB
• Historical Financial PerformanceSubmission of balance sheets audited by a Chartered Certified Auditor and other financial statements as required in the BDS Clause 17, for the last 5 years to demonstrate the current soundness of the Bidder's financial position and its prospective long-term profitability. The audited report must be original or authenticated copy.Note the following.1) The Bidders Audit Report should be confirmed with the records approved by the Inland Revenue Authority.2) Bidders must attach renewed legal documents for the year 2018 E.C. of the Chartered Certified Auditor.3) The soundness of the bidder’s financial position and its prospective long term profitability shall be indicated in the financial statement.Reference: ITB 37.5 (b)
• Annual TurnoverThe peak annual turnover, calculated as total certified payments received for contracts in progress or completed, must exceed ETB 160 million (peak of the past 5 years).Note the following.1) The Bidders Audit Report should be confirmed with the records approved by the Inland Revenue Authority.2) Bidders shall proof the turnover attaching the Audit report audited by external licensed Audit firm with renewed Audit license valid for the 2018 E.C. year.Reference: ITB37.5(d)
• Financial ResourcesThe Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the following cash-flow requirement:Liquid assets and/or credit facilities, net of other contractual commitments and exclusive of any advance payments which may be made under the Contract, should be demonstrated that the bidder has unconditional access to, or has available, liquid assets, lines of credit, overdraft facility and other financial means sufficient to meet the construction cash flow estimated as 25 million Birr.Reference: ITB 37.5 (a)

The Bidder has successfully Participated as prime local contractor, management contractor, partner in a joint venture, or subcontractor; in at least Two infrastructure works of similar nature within the last 10 years, each with a value must be equal or greater than ETB 400 million.

Having been submitted valid trade license or business organization registration certificate issued by the country of establishment in accordance with ITB Clause 4.6. for the year 2018 E.C.

JV agreement
