Introduction

Camara Education Ethiopia is an international NGO registered with the Authority for Civil Society Organizations (License No. 1923) and a long-standing partner of the Federal Ministry of Education (MOE) since 2011, supporting the expansion of inclusive digital learning in disadvantaged communities in Ethiopia.

In line with its program implementation requirements, Camara Education Ethiopia hereby invites eligible and qualified firms to submit sealed proposals for the digitization of Curriculum-Based Life Skills Modules into interactive digital learning packages.

Scope of Services

The assignment includes the review, adaptation, digitization, and packaging of existing PDF-based life skills modules into engaging, interactive digital learning content. The outputs must be LMS-ready (e.g., SCORM/ HTML5 or equivalent) and also accessible via standard web browsers for both offline and online use.

The solution should incorporate instructional design, multimedia elements, and interactive features, while ensuring compatibility with low-bandwidth and low- spec environments.

Eligibility Requirements

Participation in this procurement is open to legally registered firms with proven experience in digital content development, instructional design, and LMS-compatible solutions.

Bidders must possess:

• Valid and renewed business license relevant to the assignment
• VAT registration certificate
• Tax Identification Number (TIN)
• Demonstrated experience in similar assignments
• Evidence of technical and financial capacity

Proposal Requirements

Bidders shall submit separate Technical and Financial Proposals.

The Technical Proposal must include:

• Understanding of the assignment
• Proposed methodology and work plan
• Relevant experience and past performance
• Team composition and qualifications

The Financial Proposal must include:

• Detailed cost breakdown
• Applicable taxes clearly indicated

Bid Security and Performance Security

The successful bidder shall provide a Performance Security in the form of an unconditional and irrevocable bank guarantee equivalent to five percent (5%) of the total contract price within seven (7) working days of notification of award.

Time Frame

The procurement process shall commence from the date of issuance of this request.

Rights and Reservation

Camara Education Ethiopia reserves the right to accept or reject any proposal, in whole or in part, without assigning any reason. The organization also reserves the right to cancel or amend the procurement process at any stage.
