In Ethiopia, AeA has been implementing development and humanitarian programs since 2018, focusing on market systems, employment, education, food security, climate resilience, gender equality, and social protection. 
Ayuda en Acción Ethiopia hereby invites qualified, experienced, and reputable suppliers to submit sealed bids for the supply and delivery of the following lots: 

•  Lot 1: Mechanical Workshop & Manufacturing Equipment 
• Lot 2: Construction Materials Testing Equipment, Light Construction Equipment, and Survey Instruments 

Bidders may apply for one or both lots, provided they meet the respective eligibility and technical requirements.

Eligibility and Requirements

Interested bidders must meet the following minimum requirements:

• Valid and renewed business license in the relevant category
• TIN certificate and VAT registration certificate.
• Company profile demonstrating relevant experience
• Evidence of similar contracts/POs/testimonies (INGOs, government institutions, or private sector)
• Technical catalogues, brochures, or datasheets
• Warranty declaration and after-sales service commitment
• Delivery schedule

Submission Instructions

Bids must be submitted in sealed envelopes as described below.

Bid Structure: Bidders may submit bids for one or both lots. A single submission per bidder is required, with technical and financial proposals clearly separated by lot within the same bid package.
 
Each bidder shall submit one physical bid package per tender, structured as follows:

• Technical proposals clearly organized by Lot 1 and/or Lot 2

Financial proposals clearly separated by Lot 1 and/or Lot 2
Envelope Arrangement

The submission shall include:

1.    Inner Envelope – Technical Proposal
Must contain all technical documents, clearly structured per applicable lot(s), including:
•    Eligibility documents, Company profile, Relevant experience and reference projects, technical compliance documents, Catalogues, brochures, or datasheets, Delivery and after-sales plan
2.    Inner Envelope – Financial Proposal: Must contain completed price schedules in Ethiopian Birr (ETB), clearly separated per lot (Lot 1 and/or Lot 2 as applicable)
Outer Envelope: Both inner envelopes must be placed in one outer sealed envelope, clearly marked with: ITB Reference Number: AeA/Eth/ITB/006/2026, Tender Title, Name of Bidder

•    Submission Deadline: May 8, 2026, at 10:00 AM (4:00 Local Time)

•    Bid Opening: May 8, 2026, at 10:30 AM (4:30 Local Time) Late submissions will be rejected.

Evaluation Criteria

Bids will be evaluated based on, but not limited to: Compliance with technical specifications, Supplier experience and past performance, Delivery and installation capacity, Warranty and after-sales service, and financial offer (cost-effectiveness / best value for money)
