Development Bank of Ethiopia Seeks Partners for Capital Goods Installation and Commissioning Under Lease Financing Program
In a continued effort to promote national economic development, the Development
Bank of Ethiopia (DBE) has issued an Expression of Interest (EOI). As a government-owned development finance institution, the DBE is actively seeking eligible and qualified electromechanical service providers to support its lease financing program. This initiative presents a significant opportunity for experienced firms to engage in the installation, commissioning, technology transfer, and after installation technical support of capital goods across the country.
Fostering Priority Sectors through Lease Financing
The DBE utilizes lease financing through a hire-purchase modality to back investment projects in sectors vital to Ethiopia's growth. By collaborating with qualified technical firms, the Bank ensures the efficient, timely, and effective implementation of financed capital goods projects. This program is specifically designed to bolster priority areas such as industrial development, import substitution, export promotion, food security, job creation, and green economy initiatives.
The scope of the upcoming projects covers a vast and diverse array of industries.
Potential partners will have the opportunity to work within crucial economic sectors including general manufacturing and processing, agro-processing and agriculture, construction and building materials, energy and utility infrastructure, textiles and garments, industrial machinery, specialized healthcare equipment, and complex turnkey industrial systems. Eligibility and Documentation Requirements
The DBE is looking for highly competent and capable partners. To be considered, applicants must demonstrate robust technical, organizational, and financial capacities. Minimum eligibility requirements include holding a valid and renewed trade license, a valid tax clearance certificate, and relevant technical experience in capital goods installation and commissioning, and proven financial capability supported by audited financial statements where applicable.
Interested firms must compile a comprehensive submission package containing the following documents:
- A detailed company profile.
- Valid legal documents (Trade License, TIN, Tax Clearance).
- A financial capacity statement showcasing operational strength.
- A proven track record of similar assignments, backed by project references or completion evidence.
- A concise EOI statement specifying the applicant's sector or project interest and implementation intent.
- Details of an authorized focal person, including name, phone number, and email.
Application Process and Selection
All Expression of Interest documents must be submitted in sealed form and clearly marked as: "Expression of Interest for Capital Goods Installation and Commissioning Services." Submissions can be delivered to the Development Bank of Ethiopia Head Office, or to any Branch or District Office nationwide.

The DBE will conduct a rigorous selection process, reviewing applications based on compliance with eligibility and documentation requirements. The technical, organizational, and financial capacities of the applicants will be thoroughly assessed. Relevant experience and alignment with priority sectors will be key considerations.
