Bidder has to submit other documents proofing its financial standing, as required in the BDS Clause 15.2(b);

The bidder shall demonstrate an average annual turnover of 40,000,000 (Fourty million) ETB within the last three (3) years . In the case of a Joint Venture (JV) or consortium: Collectively, the JV must satisfy the requirement.

The bidder should be audited consistently for the last 3 years . Audited financial report from recognized Independent chartered auditor.  

Bidder is found to have a conflict of interest as described in ITB Sub-Clause 4.3

Bidder has to submit VAT registration certificate issued by the tax authority in accordance with ITB Clause 4. 6(b)(ii)

Bidder has to submit valid business license indicating the stream of business in which the bidder is engaged, in accordance with ITB Clause 4.6(b)(i);

Bidder has to submit a valid business organization registration certificate issued by the tax authority, in accordance with ITB Clause 4.6(b)(iii);

bid security of 300,000(Three hundred thousand) ETB

  In case of Partnerships, Consortium or Joint Ventures, the services to submit a separate Beneficial Ownership Disclosure Form for each member.

1)     Directly or indirectly holding 10% or more of the shares.

2)     Directly or indirectly holding 10% or more of the Voting Rights or

3)     Directly or indirectly having the right to appoint a majority of the board of Directors or an equivalent governing body of the Bidder or

4)     Whether a person directly or indirectly exercises significant influence or control over the Company (Bidder)

( If the Bidders participating in a Public procurement whether individually or as part of a partnership, consortium, or joint venture to disclose at least one of the following,

1)     Directly or indirectly holding 10% or more of the shares.

2)     Directly or indirectly holding 10% or more of the Voting Rights or

3)     Directly or indirectly having the right to appoint a majority of the board of Directors or an equivalent governing body of the Bidder or

4)     Whether a person directly or indirectly exercises significant influence or control over the Company (Bidder)

In the case of a bid submitted by a Partnerships, Consortium or Joint Ventures PARTNERSHIPS, CONSORTIUM, OR JOINT VENTURES the Bidder has to submit the Form Data on Joint Ventures, the Agreement governing the formation of joint venture, or letter of intent to form partnerships, consortium, or joint ventures PARTNERSHIPS, CONSORTIUM, OR JOINT VENTURES, including a draft agreement, in accordance with ITB Clause 4.1.

Bidder has to provide in the Bidder Certification of Compliance Form personnel statistics for the period specified in the BDS Clause 14.1 in order to proof its professional capacity; 

Project Manager :

BSC/MSc Computer Science/Software /information Technology/ Computer Science, information science or related field min 3 years of General experience.

Must have experience of managing projects in System development and integration or in similar complex projects.

Bidder has to provide in the Bidder Certification of Compliance Form the Team Skill Matrix identifying the skills that are relevant to the role in the contract team and are required for successful execution of the contract;

The applicant should provide staff currently work for the bidder. Attachments of workers recent salary payroll, for the last six months, with paid tax receipts must be attached. Among staffs mentioned, at least permanent staff of one lead software engineer and one senior software engineer with minimum of 3 years experience shall be included as key professional for the Bidder.

 Bidder has to complete its Schedule of Requirements + Technical Offer+ Compliance Sheet Form in accordance with Terms of Reference presented as per template in Section 6, Schedule of Requirements

Bidder has to provide in the Bidder Certification of Compliance Form information about major relevant contracts successfully completed in the number and period specified in the BDS;

Bidder has to provide in the Bid Submission Sheet Form the Statement attesting the origin of the Services offered

The vendor is required to provide a minimum one (1) year warranty, including maintenance , customization and technical support services, following successful system installation and implementation and other items mentioned on Bill of materials. Signed and stamped declaration document

The bidder must state the stamped and signed declaration document to provide maintenance and support services after the warranty period, to be executed under a separate agreed Service Level Agreement (SLA) for a minimum duration of 5 years. Signed and stamped declaration document

The bidder should have been executed one similar/related projects at least for the last Five years in a public university.

Supported by written evidence /information given from any company who practiced similar/related projects.

The bidder should have at least one prior experience in Supply, Installation, integration and training of Integrated Student Information Management System projects with similar project complexity in a Public university.

Time is of prime importance in this project. The University expects the project to be delivered in six (6) months time inclusive of both lots. Therefore, bidders are highly encouraged to use additional personnel or some other mechanisms that may increase their productivity to deliver the project(s) in the shortest possible time. 

In line with the point made above, only those bidders with at least few of the applications at hand (on-the-shelf, with minor modifications to fit the University’s peculiar needs) are encouraged to participate in this bid.
