Oromia Water and Energy Bureau: Procurement of Water Supply and Sanitation Works

The average annual turnover calculated as total certified payments received for contracts in progress or completed within the last years must exceed times the amount of 81,928,700 .00 ETB.

The bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments, to meet the following cash-flow requirement:20,480,000.00ETB

Nationality in accordance with ITB Clause 4.2.

No conflict of interest as described in ITB Clause 6.

Having been submitted VAT registration certificate issued by the tax authority (in case of contract value specified in BDS Clause 4.5(b)(ii)), in accordance with ITB Clause 4.5(b)(ii);

Having been submitted valid trade license or business organization registration certificate issued by the country of establishment

Having been submitted valid tax clearance certificate issued by the tax authority

Compliance with conditions of ITB Clause 4.4.

Among the staff mentioned, Bidder must demonstrate that it will have the personnel for the key positions  who actually will be performing the activities described in the bidding document.

1. Project Manager BSC/MSC in civil engineering /Hydraulic /water resource or irrigation Engineering and related field of study with at least 10/8 years
2. Site Engineer BSC/MSC in civil engineering, Hydraulic /water resource or irrigation Engineering and related field of study with at least 8/6 years of specific work experience.
3. Office Engineer BSC/MSC in civil engineering, Hydraulic /water resource or irrigation Engineering and related field of study with at least 8/6years of specific work experience.
4. Electrical /Mechanical Engineer BSC/MSC in Electrical/mechanical engineering with at least 8/6 years ofspecific work experience.
5. Surveyor Dip/BSC in surveying engineering, surveying technology and related with at least 6/4 specific work experience
6. Forman certificate /Diploma in construction technology &related with at least 5/3 years of specific work experience
7. Mason ertificate /Diploma in construction technology &related with at least 4/2 years of of specific work experience (on demand)
8. Plumber certificate /Diploma in plumbing & related with at least 4/2years of specific work experience (On Demand)
9. Carpenter skill at least 2 years work experience (on demanded)
10. Barbender skill at least 2 years work experience (on demanded)
11. ESHS Expert Diploma /BSC or higher in ESHS or related disciplines or equivalent studies 4/2 work experience

Bidders must provide their team skills matrix and personnel statistics for the period specified in the BDS

The Bidder must demonstrate that it will have available for the implementation of the contract the following equipment listed

1 .concert mixer 3.5m3 required quantity 2

2.Plumbing Tools for GS pipe with minimum number required 1 set (on demand)

3.HDPE Welding machine with standard category capacity 1

4.Dump truck required quantity is 3

5.Vibrator 3.5m3 2

6.pick up four wheels drive for site works. required quantity 1

7.Back Loader 1

8.Portable dewatering pump required quantity 1

9.Excavator 1

10.Surveying equipment (one total station and one dumpy level) with all necessary accessary quantity 1

The Bidder has successfully completed or parially at least 70% completed at least One (1)contract on Water supply Projects under construction works of WWC,WWGC within the last Five (5) years for at least with the amounts of 71,680,000 and above or two (2) Projects each with amounts of 36,000,000 and above in full. Note:- Bidder must submit supporting letter from cleints which show the project status 70% compeletion

The Bidder has successfully completed at least One (1)contract on Water, Irrigation, or.Dam, Road, Building and Drainage Projects under construction works of WWC,WWGC and GC within the last Five (5) years for at least with the amounts of 71,680,000 and above or two (2) Projects each with amounts of 36,000,000 and above.

Non-performance of a contract did not occur within the last years prior to the deadline for Bid submission, based on all information on fully settled disputes or litigation.

All pending litigation shall in total not represent more than 10 percent of the bidder’s net worth and shall be treated as resolved against the bidder.
