1. Introduction

Pharo Foundation is a private foundation based in the United Kingdom and established in 2011. Committed to the development of Africa, The Foundation has been supporting projects in the Horn of Africa since its establishment. Our projects contribute towards increasing access to education, health, and water, and help improve people’s livelihoods. In Ethiopia, BGRS Program Pharo Foundation is undergoing developmental works in education, health and water projects. Under its health program, The Foundation has planned to outsource DRILLING DEEP WATER WELL AT ASSOSA PRIMARY AND SECONDARY SCHOOL CAMPUS-TWO,  Assosa  , as it has an approved budget for these tasks.  

Bidders must ensure compliance with all technical specifications, quality standards, and timelines outlined in the BID document.

The bidder must contain legal trade license, registration, and professional competencies certificates renewed for 2018 EC to take part in the bid & provide information on: 

a) the range of similar construction services offered; b) qualifications and experience of relevant professionals and technical personnel currently maintained c) track record and experience of the firm in similar assignment including list of major clients served and d) other relevant information.

Interested & competent firms can access and purchase tender documents from https://www.2merkato.com/ with 500 ETB (Five Hundred Birr) and may obtain further information from Pharo Foundation Country Office near Bole Flamingo, Minaye Office Park 12th Floor or BGRS Program Office, Assosa town near Boro Shinasha Development Association Office from 07/05/2026 to 21/05/2026 on working days from 09:00AM-5:00PM

A pre-bidding meeting, if necessary, will be arranged and communicated to all bidders who bought the bid before the bid closing date.

Bidders are instructed to submit “One Original” and “one copy” of Technical and Financial: each document in different folders separately, Duly Labeled as ORIGIONAL AND COPY FOR BOTH PROPOSALS PROPERLY and shall be wax sealed in large outer mother envelope and should be received by hand at Pharo Foundation Country  office, or BGRS, Assosa program office not later than 2:30 PM on Thursday 21th of May, 2026. 

All Bids will be opened at Pharo Foundation offices on Monday, 25th of May 2026 at 2:30PM. Late bids shall be rejected. 

Bids shall be valid for a period of 60 calendar days after submission of Bids and must be accompanied by Bid Security in the amount of 200,000 ETB (Two Hundred Thousand Birr) in the form of CPO or unconditional bank guarantee.

4. Evaluation Criteria

Evaluation is to be carried out in two stages, Technical Qualification first and financial document of qualified bidders next.

Pharo Foundation reserves the right to accept or reject any bid, and to annul the selection process and reject all tenders at any time, without thereby incurring any liability to the affected companies.
