1. Background

ADRA Ethiopia is a non-profit, non-political, and non- governmental international organization operating in Ethiopia since 1982. Over the years, it has implemented a wide range of humanitarian and development programs in Education, Food Security, WASH, Livelihoods, Renewable Energy, and Capacity Building across various regions of Ethiopia, including Oromia Region. With funding secured from Kavli Trust Foundation, through ADRA Norway, ADRA Ethiopia is currently implementing a project entitled "TVET for Resilience and Adaptation to Climate Change" which is operational in Oromia and Sidama region. Under this project, ADRA Ethiopia invites eligible and qualified bidders for the Drilling, supply, delivery, installation, testing, and commissioning of a Grid-Tied Water Pumping System at Negelle Arsi TVET which is located in Negelle Arsi town.

2. Project Location

The project site is located at Negelle Arsi Town, West Arsi Zone, Oromia Region Latitude Longitude 7.3674085, 38.6727851, Latitude Longitude (DMS) 7° 22' 2.67" NI38° 40' 22.03" E, UTM 463887.593E 814378.146N 37N). The site is approximately 228km from Addis Ababa.

3, Scope of Work:

• Drilling of a borehole to a depth of 270 meters.
• Installation of appropriate casing and gravel pack.
• Pumping test and water quality analysis.

4, Eligibility Requirements:

• Valid business license for water well drilling.
• Tax clearance certificate.
• Evidence of similar projects completed in the past three years.
• Renewed (2018 EC) registration with relevant government authorities.

5, Bid Submission Details:

• Bid documents can be collected during working hours.
• A non-refundable fee of 1000 ETB is required upon collection of bid documents.
• All bids must be submitted in sealed envelopes (Original and Copy) of Technical and finical documents clearly marked "Bid for Water Well Drilling - Negelle Arsi TVET College".
• Deadline for submission: May 18th,2026.
• Late submissions will not be accepted.
• VAT and TIN Registration Certificates.
• Bid Security of 2% of the total bid price in the form of CPO (Certified Payment Order) or an Unconditional Bank Guarantee.
• Evidence of financial capability (bank statements, audited financial reports, or letter of creditworthiness from a recognized bank).
• Detailed technical proposal including system design, specifications, equipment data sheets, implementation schedule, and methodology.
• Joint Ventures are permitted; however, a legally binding JV agreement signed by all parties must be submitted, clearly indicating the lead partner and responsibilities.
• Performance records: At least two references from previous clients for similar projects.

6, Submission Details

• Tender Submission Deadline: May 18, 2026 5:00 PM and any tenders submitted after the specified deadline will be automatically rejected.

7, Bid Opening

The public opening of bids will take place at the ADRA Ethiopia Head Office, Addis Ababa Seventh-day Adventist Church Compound, Ras Desta Damtew Road, Kirkos Sub- City, Kebele 01, House No. 373, on May 019, 2026, at 10:00 AM (4:00 Local Time). ADRA Ethiopia reserves the right to accept or reject any bid, in whole or in part, without thereby incurring any liability to bidders.

8, Award and Contract Terms

The successful bidder shall:

• Submit a 10% Performance Guarantee (CPO) within three (3) days of notification of award.
• Sign the contract within three (3) days of award notification.

9, General Conditions

ADRA Ethiopia reserves the right to accept, reject, or modify bids without explanation. Partial bids may be considered if deemed advantageous to the project.
