Invitation of Request for Bids (RFB)

1. Diga Woreda Finance Office/ Agriculture and Land Office intends to utilize portion of allocated budget for Food System Resilience Program financed by the World Bank (IDA) toward the cost of Meka 2 Upgrading small scale irrigation project located in Gudisa Kebele, Diga Woreda East Wollega Zone Oromia Region.

2. Diga Woreda Finance /Agriculture and Land Office now invites sealed bids from eligible bidders for construction of Meka 2nd Uprading irrigation small scale project described in table below.

3. Diga Woreda Finance/Agriculture and Land Office now invites sealed bids from eligible contractors licensed in waterworks, to submit sealed bids for providing the necessary labor, material and equipment for the construction and completion of the above Site project in 120 days

4. Bidders should fulfill the following requirements & other appropriate documentary evidences demonstrating the bidder's compliance( the following are some of them but not the only required evidences):

• Domestic bidders shall have a certificate of competency from Ministry of Urban Development and Construction or Regional Construction Authorities in water works renewed for the bidding period(2018E.C).
• Commercial Registration Certificate, 
• Renewed Trade license for the bidding period(2018 E.C), 
• Tax clearance certificate,
• TIN and VAT registration certificate,
• Copy of Tax Payer registration Certificate 
• Copy of Value Added Tax Registration Certificate, and One original & one copy of both Technical and Financial documents.

5. Bidding will be conducted through a Request for Bid (RFB) procedures as specified in the World Bank's Procurement Regulations of 

6. Interested, eligible Bidders may obtain further information from the Diga Woreda Finance Office, Ground floor Room No. 1, during Office hours.

7. A complete set of Request for Bid documents in the English Language  may be purchased during work hours by interested Bidders upon payment of a non-refundable fee of Ethiopian Birr 2000 (two thousand birr) starting from date this request for bid is announced on Newspaper.

8. The bidding procedure to be followed is a single-stage, two-envelope procedures.

9. Sealing and submission of proposals will be as expressed in the Bid

10. Bids must be delivered(submitted) to the address below on or before June 9,2026,10:00 A.M. or 02/10/2018 E.C at 4:00 A.M Local Time to Diga Woreda Finace Office,Ground Floor Room nol. Electronic Bid submission will not be permitted. Late Bids will not be accepted.

11. Bids will be opened in the presence Bidders' representatives and anyone who chooses to attend at 10:30 A.M. on date June 9,2026(02/10/2018E.C At 4:30 A.M) at Diga Woreda Finance Office Ground Floor Room No.1.

12. Bids shall be valid for 60 days after the bid closing period. upon
