Financial Qualification

Factor	Criteria
Financial Standing of the Bidder	The average annual turnover, calculated as total certified payments received for contracts in progress or completed within the last 2(two business) years, must or equal to the amount of the financial proposal of the Bid;

Legal Qualification

Factor	Criteria
Joint venture agreement	Joint venture agreement must be legally authenticated and proved by authorized body
Nationality	Nationality in accordance with ITB Clause 4.2.
Conflict of Interest	No conflict of interest as described in ITB Clause 4.3
Debarred by decision of the FPPA	The bidder must not be debarred by decision of the Public Procurement Agency from participating in public procurements for breach of its obligation under previous contracts in accordance with ITB Clause 4.4.

Description of the organization of the warranty	The bidder has to submit a description of the organization of the warranty offered in accordance with the conditions laid down in GCC Clause 23;
Manufacturer Authorization Letter	The bidder has to submit a Manufacturer Authorization Letter in accordance with ITB Clause 5.6The Bidder shall be required to include with its bid, documentation from the Manufacturer of the Goods, that it has been duly authorized to supply, in Ethiopia, the Goods indicated in its bid by using Manufacturer Authorization Template in section four of this bidding document.
Descriptive technical literature	The bidder has to submit descriptive technical literature in accordance with ITB Clause 17 (if required in BDS);
