1. The Federal Democratic Republic of Ethiopia has received Financing from the African Development Bank towards the cost of Climate Resilient Wheat Value Chain Development/CREW/Project, and intends to apply part of the agreed amount for this loan to payments under the contract for consulting services to carry out a procurement audit for the period covering from July 2024-to-June 2027/ (2016/2017,2018 and 2019 EFY) of the CREW Project.

2. The services under this assignment shall involve conducting a comprehensive procurement audit at both the Executing Agency and Implementing Entities levels. The audit will assess compliance with the applicable donor and borrower procurement procedures, in accordance with the signed Project Technical Document of the Climate Resilient Wheat Value Chain Development Project (CREW). This will include an in-depth situational analysis of the procurement processes for goods, works, consulting services, and non-consulting services undertaken at the Federal Project Management Unit (FPMU) and Regional Project Management Units (RPMUs).

3. The Ministry of Agriculture now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint ventures to enhance their chances of qualification.

4. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank's Procurement Policy for Bank Group-Funded Operations, dated October 2015, which is available on the Bank's website at http://www.afdb.org.
