1. The Government of Ethiopia has received financing from the World Bank towards the cost of the Lowlands Livelihood Resilience Project, Phase Two (LLRP II), and intends to apply part of the proceeds towards payments under the contract for the Procurement of Printed Sheep and Goats Ear Tags, Printed Cattle and Camel Ear Tags, and Multifunctional Ear Tag Applicator for Ministry of Agriculture. "For this contract, the Borrower shall process the payments by the Federal Lowlands Livelihood Resilience Project (FPCU) office under the Ministry of Irrigation and Lowlands (MILLs).

2. The Ministry of Irrigation and Lowlands, Lowlands Livelihood Resilience Project, Phase Two (LLRP II) now invites sealed Bids from eligible Bidders for the procurement of the following items.

 Note: the numbers indicated in the remark section will be changed

3. Bidding will be conducted through National Competitive Bid (NCB) using a Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers" dated July 2016 and latest revised in February 2025 ("Procurement Regulations") and is open to all eligible Bidders as defined in the Procurement Regulations.

3. The bidding document in English language can collected by interested eligible Bidders upon the submission of a written application to the address below. The document will be sent by their respective email address or the Bidder can collect the soft copy of the bidding document from Ministry of Irrigation and Lowlands, Federal Project Coordination Unit (FPCU) in No 9 below address.

5. Bids must be delivered to Procurement Unit, Federal Lowlands Livelihood Resilience Project, Mobile Plaza Building, 2nd Floor, Room No. C13, Africa Avenue Street, in front of Dembel City center, Near Aberus building on or before 16th July 2026 at 3:00 PM. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders' designated representatives who chooses to attend at the address below Lowlands Livelihood Resilience Project-project conference hall on 16th July 2026 at 3:30 PM.

6. Bids must be accompanied by a Bid Security as follows

• Lot 1: ETB 250,000 (ETB: Two Hundred Fifty Thousand)
• Lot 2: ETB 400,0000 (ETB: Four Hundred Thousand)
• Lot 3: ETB 60,000.00 (ETB: Sixty Thousand)

The Bid Securities shall be submitted either in a form of CPO or Unconditional Guarantee issued by Banks only

7. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
