The FDRE Ministry of Agriculture has received financing from the World Bank towards the cost of Livestock MRV Capacity building grant activities implementation (P151294), and intends to apply part of the proceeds for Individual Consulting service of GHG MRV Software and Data Management Specialist

The objective of this individual consultancy service is to profoundly enhance the technical expertise and operational capabilities of professionals from key stakeholder institutions in the livestock sector (including MOA, ESS, OBOA, ORCU, EIAR, OARI, LFSDP-PIU) in Greenhouse Gas (GHG) emission monitoring, reporting, and verification (MRV) systems, with a specific emphasis on practical software application, data management, and hands-on implementation.

The following specific tasks are expected from the individual consultant; specifically:

• To lead the Development of practical and application- oriented content for the technical capacity building of 50 professionals (of two sections of 25 participants per sections of two successive weeks) from key stakeholder institutions in Oromia on livestock GHG monitoring, reporting, and verification, focusing on advanced data collection protocols, software proficiency, and practical analysis techniques.
• To prepare comprehensive training materials, including detailed user guides for GHG computing software, data collection protocols, and practical exercises tailored to Oromia's context.
• To deliver the practical, hands-on components of two consecutive five-day intensive workshops, ensuring participants gain practical mastery of essential software tools like IPCC Inventory Software, EX-ACT, and GLEAM-i.

Duration of the Service

The individual consultant will be required to complete the services within 35 days from the date of the effectiveness of the contract.

Qualification and Experience

Education

A Master of Science (MSc) degree in Livestock Science, Environmental Science, Agricultural Engineering, Other related disciplines with a clear focus on quantitative analysis and climate science. Preferred Qualification: A Ph.D. is highly preferred, indicating a deeper level of research and specialized knowledge in relevant scientific fields.

Experience

• Individual consultant must demonstrate substantial and advanced expertise across the following areas for at
  least 15 years:
• Substantial and advanced practical experience in GHG emissions tracking, with a particular emphasis on the operational aspects within the agricultural and livestock sectors.
• Proven capability in applying and implementing GHG MRV methodologies using software tools, including practical data input, processing, and generating reports for emission intensity using advanced methodologies (e.g., IPCC Tier 2).
• A strong understanding of the practical data requirements, software functionalities, and operational challenges involved in complex GHG assessment within livestock systems

The Consultant will be hired as individual local consultant with relevant qualification and experience for the assignment.
