Mercy Corps is seeking expression of interest from Private Livestock Restocking suppliers interested in supplying ruminants through voucher system for targeted HHs in Gumi Eldelo Woreda of Oromia region.

1. Background:

Mercy Corps Ethiopia is implementing a twelve-month humanitarian project titled "Integrated Lifesaving Humanitarian Assistance for People Affected by Critical Malnutrition and Gender-Based Violence in Gumi Eldelo Woreda, Oromia Region. The project aims to ensure that conflict-affected people in Gumi Eldelo Woreda of East Borena Zone, Oromia Region, have access to lifesaving humanitarian assistance. The intervention focuses on improving access to essential nutrition, health, WASH, protection, and agriculture services, with particular emphasis on women, children, and other vulnerable groups, while strengthening local systems, community resilience, and dignity.

One of the livestock activities is to provide voucher-based small ruminants (goats) for vulnerable households in Gumi Eldelo Woreda, Oromia Region. Target HHs will receive breeding female goats and male(buck) to rebuild their livestock asset. Mercy Corps will link and jointly work with the livestock traders, the government, and Private Veterinary Pharmacies (PVPs) to ensure restocked animals are disease- free and healthy to reproduce before distribution.

Therefore, this call for EOI is developed to select interested small ruminants (goats) suppliers in Gumi Eldelo Woreda, Oromia Region. The distribution will be conducted via Voucher in coordination with the Mercy Corps team and target Woreda Livestock Office focal.

2. Scope of Work:

Mercy Corps will identify interested small ruminant (goat) suppliers to supply a total of 330 goats (66 male and 264 female) to 66 vulnerable households in Gumi Eldelo Woreda, East Borena Zone, Oromia Region, through a restricted voucher system. Each household will receive five goats (one male (buck) and four females) all between 2 and 4 years of age, to support the restoration of livestock assets, promote animal by-product-based food production, and strengthen livelihood recovery in the target area.

3. Objective of the call

To select an interested private small ruminants (goats) supplier that can partner with Mercy Corps to supply small ruminants (goats) for conflict or drought affected HHS through a voucher system.

Specific objective

To partner with Private livestock suppliers that supply small ruminants (goats) to selected 66 households through voucher-based arrangement in Gumi Eldelo Woreda of East Borena Zone, Oromia region.

To introduce and create market linkage among private livestock suppliers and agro pastoralists to enhance the livestock market and business networking.

4. Target areas, Distribution sites, the number of ruminants (goats) and duration of program

The voucher-based small ruminants (goats) intervention will be implemented in Gumi Eldelo woreda of East Borena Zone, Oromia region for a maximum of 25 days (June 05-June 30, 2026). This intervention is expected to reach a minimum of 66 Households in the two woredas. Number of target households per woreda listed below.

5. Eligibility Criteria

• Legally registered for Livestock/small ruminants(goats) supply business, have the renewed trade license for 2018 E.C and Taxpayer registration certificate
• Value Added Tax Registration Certificate.
• Copy of QR-coded 15% VAT invoice or a confirmation letter indicating that the QR-coded invoice is currently being printed.
• For those who worked with Mercy Corps on the same activity, a copy of the VAT declaration letter from the Government Revenue Office should be submitted together with the other required documents.
• Cover Letter explaining interest to be a contracted vendor or supplier. The content of the cover letter shall include the following information. Origin of goats. Detail distribution plan per site/Kebeles. Expression of interest to deliver at target kebeles. Shall express the interest/willingness to engage in supply of small ruminants(goats) and provide average price for specific woreda as per the following criteria. Interest in partnering with Mercy corps to engage in voucher-based goat sales and willingness to maintain the required documentation.

Female Goats:

• Age of 1-3 years
• Goats which show signs of estrus (mating)
• Active behavior with no sign of visible physical injury or damage
• Average body weight proportional to height (preferably above 25kg)
• With a history of at least once parturition (giving birth)
• Round wide back (hind quarter)
• Clean (with no visible infection) and proportional udder,
• Both nipples should exhibit no mastitis symptoms with clear round shapes.
• The udder must be of good structure, not pendulous. It must also have good ligaments, with one functional teat on each half, to facilitate the nursing of the kids. (Having oversized teats is a cull factor)
• The skin should be bright and shiny with no rough hair coat and no tick/ mange-mite infestation.
  The vulva must not be small, shrinked or infantile.
• The length of the upper jaw should be equal with the lower teeth touching the superior dental pad (no Mouth malformation)
• Having a history of good milk production

Male goat selection criteria

• Average body weight proportional to height (preferably above 25kg)
• A good goat must present male characteristics: masculinity, adequate muscling, conformation of the head and neck, and standard vocalization.
• Goats must have two testicles. The testicles should have a firm consistency, elasticity at palpation, good mobility in the scrotum, and be oval shaped with almost similar shape.
• Adult goats should present a scrotal circumference of 25 cm on average.
• Goats must not present abnormalities of the mouth such as an undershot or overshot jaw.
• Exhibit a good sense of smell.
• Structural soundness like strong feet.
• Age category between 1.5 to 3 years
• Must exhibit proportional weight complemented with firm body condition

6. Selection criteria

• Proven Track Record: The vendor must have a proven track record in supplying small ruminants (goats) particularly goats in the mentioned/neighboring woredas Oromia region. (the vendor should present prior contracts or experience letters, and voucher experience is an added advantage).
• Delivery Time: Delivery should be completed within one month (30 days) after placing the order. (The vendor should present his/her delivery plan).
• Recommendation/Support Letter: The supplier/vendor must attach a support letter from the previous Government or humanitarian organization worked with.
• Capacity: The vendor should submit bank statements for the last three months, showing transactions totaling a minimum of ETB 500,000.

7. How to apply. Interested applicants fulfilling above requested eligibility criteria can submit expression of interest concept note in maximum of three pages addressed the following:

(i) brief information about the organization (s) that could be involved in the action (max. 1 page).

(ii) provide brief information about the proposed Woreda where the supplier wants to supply with indicative market price (max. 2 pages);

(iii) Annex with business legal documents and

(IV) Relevant documents: bank statement, experience/previous contracts, and Delivery plan
