The FDRE Ministry of Agriculture has received financing from the World Bank. The objective of this grant is to support detailed technical designs, project components and subcomponents, operational frameworks, and institutional arrangements for the forthcoming operation Agriculture Value Chain Development for Climate Resilience and Jobs in Ethiopia (Agri Value Chain). The grant will also support targeted capacity- building initiatives for the Ministry, project team, and key stakeholders and implementing partners. Through these integrated activities, the grant will ensure that the proposed project is designed with analytical rigor, is ready for implementation, and is set up to achieve a lasting and sustainable impact.

The Ministry intends to apply part of the proceeds of this grant to procure consulting services for conducting the value chain analysis, market study and woreda clustering

The consulting services ("the Services") include a comprehensive analysis:

  • *Through a consultative and field-based assessment, the consultant will conduct an end-to-end value chain assessment and market study on selected commodities across both livestock and crop sectors. Target value chains include poultry, red meat, dairy, fishery, and apiculture in the livestock sector; and malt barley, sorghum, maize, rice, chickpea, haricot bean, soybean, sesame, groundnut, avocado, banana, enset, onion, tomato, and cotton in the crop sector.
  • The firm shall undertake a comprehensive Value Chain Analysis and Market Study using internationally recognized methodologies Economic distance within woreda cluster: become project investment area, economic distance outside cluster area will not be invested in prioritize key value chain commodities with high productive and commercialization potential for smallholder farmers, pastoralists, and agropastoral communities.
  • Perform detailed, end-to-end analysis, from production to export, of each value chain, evaluate actors and functions at all nodes, identify performance gaps, and propose support mechanisms to enhance productivity, efficiency, and profitability.
  • In selected regions and clustered woredas, conduct a market study to identify opportunities and constraints as well as relevant export markets. This includes an assessment of price behavior, seasonal patterns, competition, and market integration.
  • Assess value chain opportunities and challenges, identify development strategies, and analyze  overall market dynamics across the targeted agricultural value chains.
  • Provide recommendations on innovative and technology-based solutions, including digitalization, climate-smart technologies, mechanization options, and scalable private-sector-led models.
  • Map existing potential Value chain commodities across crop and livestock sectors and assess their alignment with rational and sectoral priorities.
  • Prepare a detailed plan and provide recommendations for the proposed value chain commodities, ensuring full alignment with the Homegrown Economic Reform Agenda I and II, including their priorities on productivity enhancement, market competitiveness, private-sector participation, and export diversification.
  • Analyze supporting value chain functions, including both existing and missing components such as rural infrastructure, extension systems, input supply, logistics, storage, quality testing. finance, microfinance, lines of credit, ICT services, and other enabling services. Identify systemic bottlenecks and propose investment priorities.
  • Clarify relevant rules and regulations (including standards, taxation frameworks, quality requirements, certification systems, trade laws, bylaws, and informal norms) governing the targeted value chains. Identify gaps and bottlenecks within the regulatory and institutional environment and recommend practical reforms to strengthen value chain governance. These reforms should explicitly aim to enhance the ability of smallholder farmers, agropastoral, and pastoralists to participate meaningfully and sustainably benefit from the value chain, while supporting the overall development, efficiency, and competitiveness of the value chain.
  • Assess the competitiveness of value chain commodities, identifying pathways to strengthen competitive advantage of the selected value chains within local, inter-regional, and export markets, while considering the national agricultural transformation agenda, including Yelemat Tirufat initiatives.
  • Analyze costs, profits, marketing strategies, supply-demand patterns, and commercial viability of the selected value chains,

The Ministry of Agriculture now invites eligible consulting firms ("Consultants") to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The short listing criteria are: core business and years in business, relevant experience, technical and managerial capability of the firm.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" July 2016, Revised November 2017 and August 2018, November 2020 and or Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services July 2016 ("Procurement Regulations"), setting forth the World Bank's policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost-Based Selection method set out in the Procurement Regulations.
