1. The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Ethiopian Flood Management Project (E-FMP), and intends to apply part of the proceeds toward payments under the contracts for the Procurement of Structural Works for Community Mobility Improvement, Water Access to Riverside Farmland, & Flood Protection Works in the Upper Awash under Various Lots.

2. The Ministry of Water and Energy now invites sealed Bids from eligible Bidders for Structural Works for Community Mobility Improvement, Water Access to Riverside Farmland, & Flood Protection Works in the Upper Awash under Various Lots within the Oromia Region under Flood Protection area, within the intended completion period of 240 days and the ministry will not grant margin of preference. The detailed description of each lot is described in the table below:

Lot I

 

Construction of crossing Structures and Flood Protection Construction in Upper Awash.

Illu, Dawo, Ejersa Lefo, Ejere woredas of Oromia Region; project site average distance 60 KM from Addis Ababa

Lot II

 

Irrigation Outlet Construction and Flood Protection Works in Upper Awash Round Adama City.

Adama city of Oromia Region; project site average distance 100 KM from Addis Ababa

The required Minimum Average Annual Turnover of ETB 600,000,000.00 for Lot I, and ETB 400,000,000.00 for Lot II, calculated as average of total certified payments received for contracts in Progress and/or completed within the last five years. In addition, Bidders may not associate/Joint Venture (JV) with other bidders to enhance their qualifications.

3. Bidders may Bid for one or several contracts, as further defined in the bidding document.

4. Bidding will be conducted through the National competitive procurement using Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers", July 1, 2016, updated in November 2020, September 2023 ("Procurement Regulations"), and is open to all eligible Bidders as defined in the Procurement Regulations.

5. Interested eligible Bidders may obtain further information from the Ministry of Water and Energy Ethiopian Flood Management Project-Management Unit, Mr. Temesgen Ketema/Mr. Biruk Haileyesues, email: temesgenketemae@gmail.com  & birukako2000@gmail.com  and inspect the bidding document during office hours 8:30 A.M. to 12:00 A.M. in the morning and 2:00 P.M. to 5:00 P.M. in the afternoon at the address below.

6. The bidding documents in English language will be available and can be downloaded from Ministry web page using the following link free of cost: https://mowe.gov.et/en/resource_types/procurement-files- 

Bidders are required to register in person at the address below before downloading the document and submitting their bids.

7. Bidders must be delivered to the address below on or before July 08, 2026, Time 2:00 P.M. Electronic bidding will not be permitted. Late Bidds will be rejected. Bids will be publicly opened in the presence of the Bidders' or representatives and anyone who chooses to attend at the address below on July 08, 2026, Time 2:30 PM.

8. All bids shall be accompanied by a Bid Security of ETB 7,700,000.00 for Lot I, and ETB 4,500,000.00 for Lot II in the form of an Unconditional Bank Guarantee or CPO to the Ministry of Water and Energy, and shall remain valid for 118 (One Hundred eighteen) days.

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.

10. Ministry of Water and Energy reserves the right to reject all or part of the bid.
