1. The federal Democratic Republic of Ethiopia, Ministry of Agriculture received financing from the World Bank towards the cost of Food System Resilience Program, and intends to apply part of the proceeds toward payments under the contract for Procurement of Supply, Installation, and Commissioning of Animal Feed Processing Plant.

2. The Ministry of Agriculture now invites sealed bids from eligible bidders for the Procurement of Supply, Installation, and Commissioning of five Animal Feed Processing Plant in the designated project area of Addis Ababa City Administration in Akaki Kality Sub-city. 

3. Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) procedures as specified in the World Bank's Procurement Regulations for Investment Project Financing (IPF) Borrowers as indicated in 'Procurement in Investment Project Financing, Goods, Works, Non-Consulting, and Consulting Services', Sixth Edition, February 2025, and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible bidders may obtain further information from Ministry of Agriculture Procurement Executive Block A, 2nd Floor, Room number B-C-5 and inspect the bidding documents during office hours 9:00 to 12:00 A.M and 2:00 to 5:00 PM at the address given bellow.

5. A complete set of bidding documents in English may be purchased by interested eligible bidders up on the submission of the written application to the address below and upon payment of non- refundable fee of Birr 500.00 or an equivalent amount in a freely convertible currency. The method of payment should be cash or bank transfer through account number 1000009144009 for the Ministry of Agriculture.

6. Bids must be delivered to the address below on or before July 14, 2026 at 10:00AM. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidder's representatives and anyone who interested to attend at the address below on July 14, 2026 at 10:15 AM.

7. All bids must be accompanied by a bid security of Ethiopian Birr 500,000.00 in a freely convertible currency in the form of CPO or unconditional bank guarantee.

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. .
