1. Background

The Federal Democratic Republic of Ethiopia has requested support from the African Development Bank (AfDB) to prepare the Ethiopia Poultry Value Chain Development Project (E-PVDP), a proposed investment operation included in Ethiopia's ADF-17 pipeline with an indicative financing envelope of USD 69 million.

The E-PVDP is expected to contribute to improved food and nutrition security and livelihoods by increasing poultry productivity and production, raising household consumption of eggs and poultry meat, creating jobs and business opportunities-particularly for women and youth and increasing incomes for participating value chain actors. Indicative targets in the project concept include: creation of up to 200,000 direct jobs (with priority to women and youth), an increase in participating household incomes of about 40%, and improved nutrition outcomes through increased household and school consumption of eggs/poultry products.

The E-PVDP is expected to be implemented in 60 woredas across six regions, targeting smallholder farmers, youth, women-headed households, and SMEs along the poultry value chain.

The Ministry of Agriculture (MoA), as the Executing Agency, intends to apply part of the proceeds of the AfDB Project Preparation Facility (PPF) advance to finance consulting services for the Feasibility Study of the E-PVDP.

2. Objectives of the Assignment

The objective of the Feasibility Study is to provide an evidence-based business case and investment-ready analysis demonstrating that the proposed E-PVDP investments are technically feasible, economically justified, financially sustainable, inclusive, and implementable. The study will also assess and quantify expected development outcomes- particularly nutrition, jobs, and incomes-and translate them into a results and monitoring framework (indicators, baselines, and targets) suitable for AfDB appraisal.

3. Scope of Services (summary)

  • Desk review of project preparation documents and relevant sector strategies and studies.
  • Poultry value chain mapping, production typology, and identification of priority clusters/corridors.
  • Market and demand-supply analysis, including competitiveness constraints and commercialization opportunities.
  • Technical feasibility assessment of proposed investments (inputs, production systems, animal health/biosecurity services, processing and cold chain).
  • Investment costing (CAPEX/OPEX), investment prioritization and phasing, and inputs to procurement packaging and implementation planning.
  • Economic and financial analysis (EIRR, FIRR, NPV, BCR) and sensitivity/scenario analysis.
  • Institutional and implementation arrangements, capacity needs, and risk assessment with mitigation measures.
  • Validation workshop(s) and finalization of feasibility report and models.

The Ministry of Agriculture and E-PVDP invite eligible consulting firms to express interest in providing the Services. Interested firms must provide information demonstrating that they have the qualifications and relevant experience to perform the services. Shortlisting will be based on:

  • General experience of the firm in conducting feasibility studies and investment appraisals for livestock/poultry value chains, preferably in Africa.
  • Specific experience in poultry production systems, feed and genetics, animal health/biosecurity, processing and cold chains, and market systems development.
  • Experience with IFI-funded projects and familiarity with AfDB (or similar IFI) appraisal requirements and economic/financial analysis.
  • Availability of a suitably qualified core team covering poultry economics, production/health, financial modeling, processing/ infrastructure, market systems, and gender/youth inclusion.

Key experts' CVs are not required at the EOI stage.

4. Duration

The expected duration of the assignment is four (4) months (16 weeks) from contract effectiveness.

5. Eligibility Criteria

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the Bank's "Procurement Policy for Bank Group Funded Operations" (October 2015), which is available on the Bank's website at http://www.afdb.org and is open to all qualified Consultants

6. Submission of Expressions of Interest
