2. PROJECT BACKGROUND & OBJECTIVE

The Client seeking a qualified, experienced, and licensed consulting firm t conduct a comprehensive feasibility study and Preliminary building cost estimate for a new 17-story mixed-use building. The project aims to maximize land utility, providing modern retail, premium office spaces and auditorium, and high- end residential units in a prime urban location.

3. CONSULTANT ELIGIBILITY REQUIREMENTS

Interested consultants must submit proof of the following:

• Valid Registration Certificate as a Consultancy Firm (in areas of feasibility study in mixed use building), renewed trade essence and tax certificates (TIN/VAT).
• Minimum of over 5 years of experience in building feasibility study and cost estimate for high rise buildings projects.
• Proven track record in mixed-use building feasibility study project.
• Availability of a multidisciplinary team (Financial Analysts, Architects, and Structural Engineers & other appropriate team member for this specific study).

4. SUBMISSION GUIDELINES

Proposals should include:

4.1. Technical Proposal: Approach, methodology, and project timeline.

4.2. Financial Proposal: Detailed budget break down for all major activities as indicated in the TOR.

4.3. Company Profile: Experience with similar building feasibility study & building cost estimate (portfolio).

4.4. Scope of work and technical specification for each major activity as attached in the Bid Document. The Bid Document can be obtained from Andent Fere Eder at office hours, against payment of non-refundable fee of Birr 2000.00. The bid must be accompanied by a bid security of Birr 50,000.00 in the form of CPO or Unconditional Bank Guarantee valid for nighty days (90) beyond the end of the validity period of the bid proposal.

4.5. Sealed Bidding documents must be submitted to Andnet Fere Eder Office, House number 68/4 before July 2, 2026, at 2:00. P.M.

4.6. Bid Opening shall be held in the presence of bidders and/or their representatives, who wish to attend, on same date July 2, 2026; at 2:15 PM.

4.7. Failure to comply any of the conditions above shall result in automatic rejection.

4.8. Andent Fera Eder reserves the right to accept or reject any or all bids.
