The FDRE Ministry of Finance has received financing from the African Development Fund toward the cost of the Institutional Support Project to Strengthen Macroeconomic Management (ISP- SMM) and intends to apply part of the agreed amount for this Grant to payments under the contract for the Procurement of PPP Feasibility study and Full Environmental and Social Impact Assessment (ESIA) for Waste-to-Energy Project.

The services included under this project include a comprehensive technical feasibility study, full economic and commercial analysis, a complete financial feasibility analysis, standardize financial model including the approximate tariff estimation and a full Environmental and Social Impact Assessment (ESIA) compliant with Ethiopian EPA regulations and international best practice (AfDB Performance Standards, IFC Performance Standards, Equator Principles). A Consulting firm will be selected in accordance with the Quality and Cost Based Selections (QCBS) method.

The assignment is expected to take a maximum of six months from the date of contract commencement. The services and requirements for this Consultancy are stipulated in the

Terms of Reference (TOR) that can be obtained from the address below.

The FDRE Ministry of Finance now invites eligible consultancy firms to indicate their interest in providing these services. Interested consulting firms must provide information indicating the Consultant's profile; indicate country of origin and show evidence that they are qualified to perform the above-mentioned services. The consulting firms should provide evidence of:

1. Core business of the firm and years in business;

2. Specific experience in successfully implementing similar assignments;

3. Experience of relevant services undertaken in an environment like that of Ethiopia;

4. Technical and managerial organization of the firm (only the structure of the organization, general qualification, and number of key staff). Do not provide CVs of key staff. Key experts will not be evaluated at the shortlisting stage. Consultants may associate with other firms but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank's "Procurement Policy for Bank Group Funded Operations" October 2015) which is available on the Bank's website at http://www.afdb.org.
