Bid for Procurement of Electric Vehicle

Development Expertise Center (DEC) is a National Civil Society Organization established in 2007 and re-registered in May 2019 in accordance with the Ethiopian Civil Society Organizations Proclamation, under registration number 0009.

Currently, DEC operates Humanitarian and Development Projects in seven National Regional States and one City Administration in Ethiopia: Amhara, Afar, Oromia, Tigray. South West Ethiopia. Gambella, Benishangul- Gumuz, and Addis Ababa City Administration, and implements programs in:

• Child Well-being and Education Development
• Gender and Life Skills Development
• Employable Skills Development
• Advocacy
• Humanitarian Emergency Response Programs

3. Scope of Procurement

The procurement includes, but is not limited to:

Pure electric pickup truck produced with a 4WD variant (Horizon) featuring dual motors, high towing capacity, and intelligent off-road

4. Eligibility Criteria

Eligible bidders must:

• Be legally registered businesses with valid and renewed licenses for the current fiscal year.
• Possess valid trade registration and Tax Identification Number (TIN).
• Demonstrate relevant technical experience and financial capacity.
• Comply with applicable national laws and regulations.
• Have no record of fraud. corruption, or serious professional misconduct.
• Selected bidders shall deliver the required vehicle(s) in accordance with agreed specifications and timelines.
• Ensure quality standards and compliance with applicable laws and regulations.

5. Bid Submission Requirements

Interested bidders must submit:

1. Technical proposal including specifications and delivery schedule.

2. Financial proposal (price quotation).

3. Valid business license (renewed for the current year).

4. Trade registration certificate.

5. Tax registration certificate (TIN/VAT).

Financial Conditions:

• Prices must be quoted in Ethiopian Birr (ETB).
• The financial offer must clearly indicate inclusion of 15% VAT.
• Unit price and total price must be indicated.
• Alteration of quantities and specifications is not allowed.

This Bid will be evaluated based on the following criteria:
