About the Project

The Ministry of Justice is launching a capacity development initiative targeting its senior leadership stratum, including top ministry leadership, directorate directors, and senior leaders of accountable organizations to strengthen leadership capabilities aligned with the new strategic requirements.

Call for Proposals

We invite eligible consulting firms or training institutions to submit bids for the Design and Delivery of a Leadership Essentials Training Program for 45 Senior Leaders of the Ministry of Justice

The training program is expected to achieve the following objectives

• Underscore the strategic importance of leadership roles in driving and implementing the Ministry's new strategic objectives
• Raise the motivation and commitment of senior leaders/managers for the current strategic period
• Explore and clarify key mindset shifts required during the current strategic season
• Provide a practical framework for assessing measuring, and developing key leadership competencies to accelerate overall organizational effectiveness
• Equip senior leaders of accountable organizations to cascade and accelerate restructuring work within their respective institutions

 Scope of Work

The selected service provider shall be responsible for the following deliverables:

Training Design and Preparation

• Conduct a needs assessment and contextual analysis in coordination with MoJ focal persons
• Develop a customized training curriculum and agenda tailored to the seniority and context of participants
• Prepare comprehensive participant manuals, facilitator guides, and supporting materials
• Submit draft training design for MOJ review and approval prior to delivery

Training Delivery

• Facilitate a two-day, in-person Leadership Essentials training program for 45 senior leaders
• Deploy a minimum of two senior facilitators/consultants with relevant expertise
• Employ interactive and adult learning methodologies appropriate to the participants' level
• Administer pre- and post-training assessments to measure learning outcomes

Documentation and Reporting

• Provide 45 printed/digital training manuals and certificates of completion
• Submit a comprehensive post-training report within two working days of program completion, covering outcomes, participant feedback. and recommendations

Required Qualifications

Interested firms or institutions must demonstrate the following minimum qualifications:

• Legally registered consulting firm, training institution, or professional organization in Ethiopia
• Proven experience in designing and delivering leadership development training programs, preferably for public sector institutions
• Availability of at least two senior consultants/facilitators with relevant expertise in leadership, organizational development, or related fields
• Demonstrated capacity to develop customized training content appropriate to senior government leadership

2. Financial proposal (detailed cost breakdown in ETB).

3. Company profile and relevant experience.

4. Valid business license and TIN certificate.
