Ethiopian Civil Aviation Authority: Procurement of Building Renovation and Maintenance Work

ThThe Peak or average annual turnover calculated as total certified payments received for contracts in progress or completed within the last Three years must exceed or equal to 2,000,000.00 Birr (Two Million Birr)

The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the following cash-flow requirement:

400,000.00 (Four Hundred Thousands Birr)

Submission of audited balance sheets and other financial statements as required in the BDS Clause 17, for the last Two years to demonstrate the current soundness of the Bidder's financial position and its prospective long-term profitability

Bidder has to submit business organization registration certificate in accordance with ITB Clause 4.5(c).

Bidder is found to have a conflict of interest as described in ITB Clause 6;

Bidder has to submit valid business license indicating the stream of business in which the Bidder is engaged, in accordance with ITB Clause 4.5(b)(i);

 Bidder has to submit a valid tax clearance certificate issued by the tax authority in accordance with ITB Clause 4.5(b)(iii).

 Bidder has to submit VAT registration certificate issued by the tax authority (in case of contract value specified in BDS Clause 4.5(b)(ii)), in accordance with ITB Clause 4. 5(b)(ii).;

Bidder does have nationality in accordance with ITB Clause 4.2.

 Bidder has not been debarred by a decision of the Public Procurement and Property Administration Authority from participating in public procurements for breach of its obligation under previous contracts, in accordance with ITB Clause 4.3;

Compliance with conditions of ITB Clause 4.4.

Among the staff mentioned in Sub-Clause 2.1 Bidder must demonstrate that it will have the personnel for the key positions that meet the following requirements:

At least One staff currently working for the Bidder.

All pending litigation shall in total not represent more than ten (10) percent of the Bidder’s net worth and shall be treated as resolved against the Bidder.

The Bidder must demonstrate that it will have available for the implementation of the contract the following equipment listed hereafter: (Maximum of 30 Pts)

      Approach and methodology (Maximum of 40 Pts)

1)     Construction methodology (10 pts)

State your general work methodology of demolishing, excavation, material supply, hauling without   traffic barrier and environmental pollution during the execution of the works for this specific project.

2)     Completeness qualification document (10 pts)

3)     Work Schedule (10 pts)

The professional & logical presentation of Master Schedule, Cash flow, Equipment, manpower and Material supply schedule in order to finish the proposed work within the contract time.

4)     Site visit (10 pts)

As per the grade given by the ministry of Construction, Bidder should be Category 5 BC or GC and have a minimum of five years’ experience in the field as prime contractor,

The Bidder has satisfactorily completed at least one project in building construction during the last 10 years as a contractor, with a contract value of at least 3,000,000.00 Birr (Three Million Birr) or two satisfactorily completed building projects with a budget of each at least 1,500,000.00 Birr (One Million Five Hundred Thousand Birr)

Non-performance of a contract did not occur within the last Three years prior to the deadline for Bid submission, based on all information on fully settled disputes or litigation. A fully settled dispute or litigation is one that has been resolved in accordance with the Dispute Resolution Mechanism under the respective contract, and where all appeal instances available to the bidder have been exhausted.

B) Failure to sign a contract

Failure to sign a construction contract after receiving a notice of award has not occurred in the past Three years. Any devotion should be explained in the enclosed contract non-performing form. Failure to provide the actual information on such aspect will automatically be rejected.
