1. Background and Objective

The Federal Democratic Republic of Ethiopia has received financing from the International Development Association (IDA) toward the cost of the Ethiopian Food System Resilience Program (EFSRP), and intends to apply part of the proceeds for consulting services.

The consulting services ("the Services") involve conducting a comprehensive Agricultural Technical and Vocational Training (ATVT) Labour Market Assessment. This assignment aims to generate evidence that strengthens the alignment between ATVT training programs and labour market needs in key agri-food value chains, thereby enhancing food system resilience.

2. Scope of Work

The consultant will:

• Analyze workforce demand and supply dynamics.
• Identify skill gaps and competency mismatches.
• Evaluate institutional training capacities.
• Project future workforce needs across federal, regional, and woreda-level implementing entities.

3. Shortlisting Criteria

The Ministry of Agriculture now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

• Core Business and Years in Business: The firm must be legally registered and hold valid licenses in research and development or related consultancy services, with a minimum of five (5) years of general operations. Additional capacity or experience in ICT-related services and Labour Market Information Systems (LMIS) is highly advantageous.
• Relevant Experience: A minimum of three (3) years of specific experience in executing large-scale research, labor market/skills assessments, agri-food value chain analyses, or sector-oriented socio-economic studies of a similar nature and complexity. Proven experience working with government institutions, private sector organizations, and development partners (preferably within Ethiopia) will be highly regarded.

Technical and Managerial Capability: Demonstration of strong institutional, technical, and analytical capacity to deploy mixed-method research approaches (quantitative and qualitative data collection, employer surveys, tracer studies, and focus group discussions). The firm must demonstrate the logistical and managerial capacity to manage field teams across diverse regional and rural contexts.

Note on Key Experts: Key Experts will not be evaluated at the shortlisting stage. Firms should not submit detailed CVs of individual experts for this initial expression of interest.

4. Legal and Selection Framework

• Conflict of Interest: The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" (July 2016 or subsequent applicable edition), setting forth the World Bank's policy on conflict of interest.
• Selection Method: A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations (7th Edition, September 2025).
• Associations & JVs: Consultants may associate with other firms to enhance their qualifications, but must indicate clearly whether the association is in the form of a joint venture and/or a sub- consultancy. In the case of a joint venture, all partners shall be jointly and severally liable for the entire contract, if selected.
• Local Participation: Locally established consulting firms are strongly encouraged to participate.
