INVITATION FOR REQUEST FOR PROPOSAL (RFP)

The Ethiopian Public Health Association (EPHA) invites sealed technical and financial proposals from eligible and qualified consulting firms and individual consultants for the provision of Consultancy Service for the End-Term Strategic Review and Development of EPHA's 5th Strategic Plan.

A complete set of the Request for Proposal (RFP) document, including the Terms of Reference (TOR), may be obtained from the EPHA Office upon payment of a non-refundable fee of ETB 200.00 (Two Hundred Birr) during working hours (Monday to Friday, 8:00 AM to 5:00 PM).

Interested consultants/firms shall submit copies of valid and renewed documents, including:, Trade License,Commercial Registration Certificate, Tax Identification Number (TIN) Certificate, VAT Registration Certificate (where applicable)

consultants/firms shall submit their proposals in separate sealed and stamped envelopes as follows: One envelope marked "Technical Proposal" containing the Technical Proposal and Bid Security. One envelope marked "Financial Proposal" containing the Financial Proposal.

Both envelopes shall be enclosed in one outer sealed envelope clearly marked with the RFP title and reference number.

All proposals must be accompanied by a Bid Security/Bid Bond of ETB 10,000.00 (Ten Thousand Birr) in the form of a Certified Payment Order (CPO) or an unconditional bank guarantee issued in favor of the Ethiopian Public Health Association (EPHA). The Bid Security shall be enclosed in the Technical Proposal envelope. Bid securities of unsuccessful bidders will be returned upon completion of the procurement process, while that of the successful bidder will be returned after contract signing.

Interested consultants/firms may collect the RFP documents beginning June 21, 2026, following the publication of this notice in the Ethiopian Reporter Newspaper.

Consultants/firms shall submit:, One (1) Original and One (1) Copy of the Technical Proposal; and, One (1) Original and One (1) Copy of the Financial Proposal., Each proposal shall be submitted in separate sealed envelopes.

The deadline for submission of proposals is:, Date: July 6, 2026. Time: 10:00 A.M., Proposals will be opened on: Date: July 6, 2026 Time: 10:30 A.M. at the EPHA Meeting Room, in the presence of bidders or their authorized representatives who choose to attend.

EPHA reserves the right to accept or reject any or all proposals, cancel the procurement process, or reject all proposals at any time prior to contract award without thereby incurring any liability to the bidders.
