II. Context and justification of the need
The Beneficiary operates office premises in Ethiopia and manages a variety of equipment necessary for its operational activities.
To ensure asset protection and operational continuity, the Beneficiary seeks insurance coverage for office contents and portable equipment used both within and outside the office premises.
Coverage must apply to assets used within office premises and during official travel or field missions anywhere in Ethiopia.
III. Objectives and desired results
1) General Objective
To provide adequate insurance coverage for movable office assets against risks such as theft, burglary, accidental damage, electrical failure, and robbery occurring both within and outside the office premises.
2) Specific Objectives
The Insurance Provider shall:
· Provide insurance coverage for office contents
· Provide portable equipment coverage for assets used outside the office
· Cover electrical and circuit-related damage
· Ensure transparent and efficient claims management
· Allow flexibility for adding new materials during the contract period
· Provide clear documentation for claims, asset additions, and periodic reporting
3) Anticipated Results
· Office assets are fully insured and covered against identified risks
· Portable equipment is protected while used outside office premises
· Claims are efficiently processed and settled within agreed timelines
· New assets added during the contract period are seamlessly included in coverage
· Periodic reports submitted to Beneficiary summarizing claims and asset coverage
IV. Description of the assignment
1) Planned activities
The Insurance Provider must support the Beneficiary in line with professional insurance standards to perform the following activities:
Phase I: Policy issuance and endorsement
· Issue the final insurance policy and insurance certificate
· Ensure that the policy reflects the agreed scope of coverage, limits, deductibles, and applicable conditions
· Allow inclusion of new assets through policy endorsement
· Adjust insured value and pro-rata premium calculation for newly added items
· Clearly define the effective date of coverage for newly added assets
· Phase II: Claim Management and Monitoring
· Implement the agreed claims procedure
· Assess claims efficiently and transparently
· Ensure settlement within agreed timelines
· Apply the agreed policy terms and conditions consistently during claims assessment
Post-assignment follow-up:
· Provide support for claims and coverage inquiries
· Address operational issues related to policy implementation promptly
· Assist the Beneficiary in updating insured assets during the contract period
· Maintain confidentiality of asset and claim information in compliance with Ethiopian regulations
· Submit periodic reports on coverage and claims
V. Technical Specifications
1. Scope of Coverage
The Insurance Provider shall cover:
· Movable office assets inside the premises
· Portable equipment used outside the premises for operational purposes
· Electrical and circuit-related damage
· Theft, burglary, accidental damage, robbery, and natural perils where applicable
· Coverage limits for asset categories and aggregate policy limit are clearly defined
Coverage shall be based on the replacement cost value of insured assets.
2. Risk Covered
A. Office Contents (Inside Premises)
· Fire and related perils
· Burglary with forced or violent entry
· Theft within premises
· Malicious damage
· Natural perils where applicable
· Electrical/circuit damage: short circuits, power surges, internal electrical failure, generator fluctuations
B. Portable Equipment (Outside Premises)
· Theft and robbery outside office premises
· Accidental damage during official duty
· Electrical damage while in use
· Loss during field missions or official travel
3. Exclusions
· Building structure and landlord property
· Personal belongings of employees
· Staff medical or personal accident insurance
· Cash (unless separately requested)
4. Asset Valuation
· Based on updated asset register
· Includes description, quantity, and estimated replacement value
· Insurance coverage based on replacement cost
5. Policy Flexibility
· Allow addition of new assets through endorsements
· Pro-rata premium calculation for newly added items
· Clear procedure for updating insured assets
· Effective date of coverage for added assets is clearly defined
6. Claims Management
· Defined reporting timeline and required documentation
· Assessment process and maximum settlement period per claim
· Deductibles clearly indicated for office contents, portable equipment, and electrical damage
· Effective date of coverage for added assets is clearly defined
7. Reporting and Monitoring
· Quarterly reports on claims, coverage, and updates to the asset register
· Compliance with confidentiality and data protection requirements
8. Mandatory site assessment
· Bidders are required to conduct a physical assessment of the Beneficiary’s office premises and relevant assets before submission of their offer
· This assessment is mandatory to properly evaluate the risk profile and prepare an accurate quotation
· Access to the premises will be facilitated by the Beneficiary upon request during the submission period
· Failure to conduct this assessment may result in rejection of the offer
