New Millennium Women Empowerment Organization (NMWEO) is an indigenous, non-governmental, non-profit humanitarian organization working on development, women empowerment, Gende Equality, humanitarian responses, sexual reproductive health education, economic empowerment and Environmental protection interventions in the last over fifteen years.

NMWEO has been re-registered by the Federal Democratic Republic of Ethiopia Authority for Civil Societies Organization (ACSO) in accordance with Organizations for Civil societies Agency Proclamation No.113/2019 obtained certification with a registration No. 0539

NMWEO would like to invite qualified suppliers/Companies, and those which meet the criteria below. You are therefore requested to forward a pro-forma invoice along with your terms and conditions of supply and payment for the items that will be delivered to the Head office of NMWEO (CMC Michael, Ethiopian Economics Association Building, 4th floor) or through email bemnet.haile@nmweo.org

The successful bidder shall supply:

• One (1) new Plug-in Hybrid Electric Vehicle (PHEV)
• Factory built Left Hand Drive (LHD)
• Four Wheel Drive (4WD) system
• Complete standard accessories
• Spare wheel and toolkit
• Owner's manuals
• Warranty documentation

Minimum Technical Requirements

The vehicle shall meet or exceed the following specifications:

Bidders shall submit:

• Company profile
• Valid business license
• Tax Identification Number (TIN)
• VAT registration certificate (where applicable)
• Manufacturer's authorization (if dealer)
• Technical specifications and brochures
• Delivery schedule
• Warranty details
• Financial proposal
• References for similar supplies

5. Evaluation Criteria

Bids will be evaluated based on:

• Compliance with technical specifications
• Vehicle suitability for Ethiopian field conditions
• Warranty and after-sales service
• Delivery period
• Availability of spare parts
• Financial offer
• Supplier experience

Eligibility criteria

• Bidders must have valid and renewed trade license for the year 2025/2026 G.C and Copy of Tax identification Number (Tin) and Value Added Tax (VAT) certificate.
• Your quotation must be duly stamped by the supplier and supporting documents must be attached along with the Performa.
• Cost-mention in your proforma invoice should include 15% VAT in Birr.
• Provision: All services/goods should be supplied according to a proforma invoice and standard range of services/goods agreed.
• Bidders are required to submit detailed specifications.

  • Instructions to Bidders (ITB),.
  • Bid Data Sheet (BDS),
  • General Conditions of Contract (GCC),
  • Special Conditions of Contract (SCC),
  • Schedule of Requirements,

  • Technical and Financial Evaluation Criteria.
• The bid document should be sealed.
• Bids will be evaluated based on quality of materials, price competitiveness, delivery timeline, and the supplier's reputation for reliability and customer service.
• The closing date of the bid will be July 10, 2026, 5:30 PM and all the mail received will be opened on the next date on July 13, 2026, 3:00 PM.
• Bids submitted after the deadline or in violation of the formal requirements will not be considered.
