Ethiopian Customs Commission invites eligible bidders for procurement of Construction Materials

The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the cash-flow requirement.

Submission of audited balance sheets and other financial statements as required in the BDS Clause 17, for the past [FIVE YEARS From 2013-2017 E.C] TO demonstrate the current soundness of the Bidder's financial position and its prospective long-term profitability.

The Peak annual turnover calculated as total certified construction work payments received for contracts in progress or completed within the past Five years.

Bidder has to submit valid business license indicating the stream of business in which the Bidder is engaged, in accordance with ITB Clause 4.5(b)(i);

 Bidder has to submit VAT registration certificate issued by the tax authority (in case of contract value specified in BDS Clause 4.5(b)(ii)), in accordance with ITB Clause 4. 5(b)(ii).;

Bidder has to submit business organization registration certificate in accordance with ITB Clause 4.5(c).

Bidder is found to have a conflict of interest as described in ITB Clause 6;

Bidder does have nationality in accordance with ITB Clause 4.2.

 Bidder has not been debarred by a decision of the Public Procurement and Property Administration Authority from participating in public procurements for breach of its obligation under previous contracts, in accordance with ITB Clause 4.3;

 Bidder has to submit a valid tax clearance certificate issued by the tax authority in accordance with ITB Clause 4.5(b)(iii).

Position- Sanitary Engineering- number of key personnel- 1, qualification- Bsc in Sanitary Engineering, or related field, Total work experience 6 and experience in similar works 4.

Position- Electrical Engineering- number of key personnel- 1, qualification- Bsc in Electrical Engineering, or related field, Total work experience 6 and experience in similar works 4.

Position- General Foremen- number of key personnel - 1,qualification- Advance Diploma in Civil Engineering, or related field, Total work experience 8 and experience in similar works 6.

Position- Site engineer- number of key personnel - 1, qualification Bsc in civil engineering, or related field, Total work experience 8 and experience in similar works 6.

Position- Office Engineer- number of key personnel - 1, qualification Bsc in construction management, Civil Enginnering or related field, Total work experience 6 and experience in similar works 4.

Position- Project manager- 1. - number of key personnel - 1, qualification Bsc in construction management, Civil Enginnering or related field, Total work experience 8 and experience in similar works 6.

Position- Surveyor Engineering- number of key personnel- 1, qualification- Bsc in surveying , Total work experience 6 and experience in similar works 4

Bidder has failed to provide CVs of the Professional staff signed by the staff themselves or by the authorized representative of the Professional Staff.

Bidder Must Demonstrate that it will have the personnel for the positions that meet the following requirements: Bidder must Attach the proposed key personnel :- CV signed by both proposed key personnel Authorized person, Educational Document renewed professional License,testimony Letter for work.

Bidder has failed to provide in the Bidder Certification of Compliance Form information about major relevant contracts successfully completed 

Bidder has failed to provide in the Bidder Certification of Compliance Form information about contracts similar to the proposed Works in the number, value, and period 

All pending litigation shall in total not represent more than 10 [Ten] percent of the Bidder’s net worth and shall be treated as resolved against the Bidder.

Bidder has to submit Certificates of satisfactory execution of contracts provided by contracting parties to the contracts successfully completed in the period and budget as specified in the BDS Clause 16.3 with a budget of at least,,, that of this contract.

Bid Security is ETB 800,000.00 (EIGHT HUNDRED THOUSAND BIRR) Validity Days of 45+28 days must be bank Guarantee and Addressed to the Employer.
