The FDRE Government of Ethiopia, through the Ministry of Agriculture (MoA), is implementing the six- year "Agriculture Value Chains Development for Resilience, Commercialization and Jobs (AVC4Jobs)" project. The project aims to enhance the competitiveness of strategic agricultural value chains, improve livelihood resilience, and create employment opportunities, especially for youth and women, by developing sustainable value chains, improving production, and strengthening market linkages.
Effective procurement management is essential for the timely and transparent implementation of the project. ensuring the efficient use of resources and compliance with donor and government standards. To this end. the project requires specialized consultancy services to conduct a fiduciary assessment and capacity building support on procurement management within MoA. including developing operational manuals and guidelines, and supporting procurement planning and capacity development. The overall objective of this consultancy is to support the AVC4Jobs project by:
i. Conducting a comprehensive fiduciary assessment focusing on procurement systems, procedures. staffing, and management capacity within the project under MoA at fed- eral, regional, and woreda levels.
ii. Providing tailored recommendations to address identified procurement gaps and risks to improve successful project design and implementation and procurement efficiency and transparency within the project
III. Developing and finalizing procurement management manuals and operational guide- lines to facilitate smooth the project implementation.
iv. Building the capacity of the core design and implementation team of the project and core team members of the ministry through targeted training on procurement man- agement standards. procedures, and best practices.
The following specific tasks are expected from the individual consultant; specifically: V. Procurement Management Capacity Assessment and Recommendations
vi. Development of Procurement Manuals and Operational Guidelines
vii. Capacity Building and Training on Procurement Management
Duration of the Service
The individual consultant will be required to complete the services within 12 from the date of the effectiveness of the contract.
Qualification and Experience
Education
A Master of Science (MSc) degree in Master's degree or higher in Procurement, Logistics, Business Administration, Law, or related field.
Experience
It is envisaged to recruit a individual consultants who have at 10 years of working experience of which at least 5 years in the area of fiduciary assessment and capacity building support at national level with the preference of a prior extensive knowledge of rendering assessment of procurement assessment management, development of procurement management manual and capacity building on procurement management The Consultant will be hired as individual local consultant with relevant qualification and experience for the assignment.
