INVITATION FOR BID COARSE AGGREGATE SUPPLY

National Premix Construction PLC is seeking bids for the supply of fine aggregate (sand) for our concrete batching plant, which is located at Kality. We are looking for reliable suppliers who can meet our quality and delivery requirements. A complete set of bidding documents, shall be obtained from the Head Office located in Terrycloth, next to Awash Winery-East African Real Estate Building, Block 1, 2nd Floor, Addis Ababa. The bidding documents may be obtained upon Unreturnable payment of Three hundred Ethiopian Birr (ETB 300). The bidders expected to submit a technical proposal and financial offer with one original and one copies in a sealed envelope. National Premix Construction Plc hereby requests a detailed price quotation from qualified and experienced sand and gravel suppliers for the following scope of work in accordance with the requirements as mentioned below,

1. SCOPE

This specification establishes the minimum quality requirements for the supply of coarse aggregate (crushed stone) for use in the production of ready-mix concrete. The aggregate shall be suitable for structural, reinforced, pre stressed, pumped, and high-performance concrete, and shall conform to the applicable standards.

2. GENERAL REQUIREMENT

• The capacity of one bidder to supply Aggregate must be more than 20 trucks per day.
• When the bidders bring samples for sample inspection, they must write their company’s name in indelible writing and bring it inside the bag.
• Bidders can bring more than one sample for sample inspection.
• If bidders provide more than one sample, the name of their company, the location and identification code of the source of the aggregate should be provided.
• A bidder should not use less than 35 kg of Aggregate for sample testing.
• The bidder shall facilitate Site visit during Technical Evaluation.

3. CONCRETE COARSE AGGREGATE MATERIAL REQUIREMENTS

Coarse aggregate having test result exceeding the limiting vale in the table given below. It should full fill the following requirements when tested by the method adopted.  

4. GRADING REQUIREMENT FOR COARSE AGGREGATE

Cross aggregate shall coarse of gravel, crushed stone. It shall confirm the following grading requirement table below (see table 2) for ASTM C33).

6. ACCEPTANCE CRITERIA

Coarse aggregate shall be accepted only when:

• It complies with ASTM C33 and this specification.
• Physical and mechanical properties meet the specified limits.
• Grading is within the approved range.
• Laboratory test reports and a Certificate of Compliance are submitted.
• The material is free from visible contamination and harmful substances.

Any coarse aggregate failing to meet these requirements shall be rejected and removed from the project site at the supplier’s expense.

6. SUBMISSION REQUIREMENTS

Bidders must submit the following documents with their price quotation:

• Renewed Business License,
•  VAT Certificate,
•  TIN Certificate,
•  TOT Certificate,
•  Commercial Registration License

7.  EVALUATION AND AWARD

•  Quotations will be evaluated based on technical compliance and competitiveness of price.
•  National Premix Construction plc reserves the right to reject incomplete or non-compliant quotations.
•  The lowest-priced quotation will be considered after meeting all technical requirements.

8.  SUBMISSION INSTRUCTIONS

•  Submit a Technical Proposal and Financial Offer in separate sealed envelopes.
•  Submit the Bid Security in a separate envelope together with the Technical Proposal envelope.
•  Bids must be submitted in the bidder’s own name only.
•  Bid Security: ETB 200,000.00 (Two hundred Thousand birr only) in the form of an unconditional Bank Guarantee or Cash Payment Order (C.P.O.). with the Name of NATIONAL PREMIX CONSTRUCTION PLC. Any other form is not acceptable.
• All bids must be deposited in the tender box at NATIONAL PREMIX CONSTRUCTION PLC, Procurement Department before the document submission deadline (Monday, July 27, 2026, 10:00 AM Or 4:00 Local time starting from Monday, July 20, 2026.

9. BID CLOSING & OPENING DATE

•  Bid Closing Date: Monday, July 27, 2026, 10:00 AM Or 4:00 Local time
•  Bid Opening Date: Monday, July 27, 2026, 10:30 AM Or 4:30 Local time

Bid opening will be conducted in the presence of bidders and/or their duly authorized legal representatives who wish to attend, at the specified date, time, and place. If National Premix Construction management considers it appropriate, the bid opening may be carried out only by the companies’ committees.

10. NOTICES

Bids not meeting the requirements will be rejected without further notice.

NPC demands strict adherence to deadlines; bids submitted after the final submission date will not be considered.

NPC reserves the right to bid either partially or fully to accept or reject.
