Medecins Sans Frontieres - Belgium Ethiopia Mission hereby Bid Opening: invites eligible and qualified suppliers for:

Procurement of Electric Passenger Minibuses Full Electric or Plugin Hybrid (BEV/PHEV) With Tender reference number:

ET127/2026/TEN/SUP/05/EVMIN

to submit sealed bids at our head office in Addis Ababa.

Interested bidders must meet the following mandatory administrative and technical requirements:

I. Administrative requirements

• Renewed and valid trade license for the business sector for the year 2018 E.C.
• Renewed and valid Ministry of Transport permit for importation and sell of vehicles.
• VAT Registration Certificate
• Demonstrated experience and competence in the supply of vehicles to international NGOs.
• Evidence of financial capacity and stability.
• Ownership proof of the offered vehicle for the tender.

II. Technical requirements

• Brand-new Passenger Minibus.
• Fully Electric (BEV) or Plug-in Hybrid Electric Vehicle (PHEV).
• Minimum 10 passenger seats plus driver.
• BEV minimum range: 400 km per charge.
• PHEV minimum electric range: 100 km and combined range of 800 km.
• Local dealer, spare parts and after-sales support in Ethiopia.
• Charging equipment included.
• Minimum battery warranty of 8 years.

Bids will be opened in the presence of bidders or their legal price for eachitem.

Bidders should send their offer based on the specifications listed in the table below after each item.

Bidders must submit their technical and financial proposals in a sealed envelope clearly labelled "Procurement of Electric Passenger Minibuses Full Electric or Plugin Hybrid (BEV/ PHEV)" in the tender box in the MSF Belgium Office Arada Sub city about 600m north of Women's Square, or 130m north of Aware Square on or before 29th July 2026 at 05:00 PM.

Bid Opening 

Bid will be opened in the presence of bidders of bids or their legal representatives who choose to attend on 30th July 2026 at 10:00 AM East African Time (GMT+3) at MSF Belgium office in Addis Ababa, at bid submission address provided above.

Important Notes:

• Late submissions or bids received after the specified closing date and time will be rejected and returned unopened.
• Participation in this tender is restricted to legally registered, qualified, and eligible firms/service providers with the capacity to perform the required services.

Bidders shall submit:

• One (1) original and one (1) copy of the Technical Proposal; and
• One (1) original and one (1) copy of the Financial Proposal.
• The Technical Proposal and Financial Proposal must be prepared separately, sealed in separate envelopes, and clearly marked accordingly.
• The separately sealed Technical and Financial Proposal envelopes shall then be enclosed in a single outer envelope, which must be clearly marked with: The bidder's company name and address; The Tender Reference Number; and the tender title.
• The completed bid package shall be delivered to MSF Belgium at the address indicated in this invitation to tender.
• Any attempt to influence the tender evaluation process may result in disqualification of the bidder.
