1. About The Center for Victims of Torture (CVT)

The Center for Victims of Torture (CVT) was founded in 1985 as an independent nongovernmental organization. CVT works to heal the wounds of torture on individuals, their families and their communities and to stop torture worldwide through rehabilitative services, training, capacity building, policy and advocacy, and research.

CVT Ethiopia was registered as an NGO in Ethiopia in June 2013 originally as the Center for Victims of Trauma, and then changed its name to its internationally known name, the Center for Victims of Torture, in August 2019. The CVT Ethiopia program is designed to provide capacity building and direct services in trauma-informed MHPSS services, aimed to address the psychosocial needs of survivors of severe trauma. This is done through intensive training and supervision of professionals and para-professionals in MHPSS sectors and other service providers by expert professionals, as well as provision of psychotherapy, trauma-focused physiotherapy, trauma-resiliency interventions, psychoeducation, and community work for survivors and their families who are experiencing debilitating symptoms due to their trauma histories. The activities are conducted in close collaboration with the local authorities and government staff, including regional bureaus of health and education

• Legally registered and qualified suppliers with proven expertise and relevant experience are invited to participate in this tender. Eligible bidders must possess valid and appropriate qualifications.
• The bidder shall demonstrate compliance with applicable financial and tax regulations by possessing a registered cash register machine or an officially approved QR code-based receipt system.
• Bidders shall provide evidence of similar work experience, supported by recommendation letters issued by recognized INGOs or Government Organizations.
• The service provider must demonstrate a willingness to undergo OFAC (Office of Foreign Assets Control) checking and vetting procedures.
• Required Documents :
  • Valid copy of the bidder's trade license (TIN and VAT registration Certificates)
  • Renewed trade license for the year 2028 Ethiopian calendar
  • Valid tax clearance for the year 2028 Ethiopian calendar
  • Copy of bidder's Identification (ID)
  • Bidders should submit their price offer along with their company profile containing legal documentation (Renewed trade license, Taxpayer registration certificate, VAT registration certificate, Tax clearance certificate from competent tax office) and documented experience.
  • The price offer must include the supply/rental of the 4WD Toyota Land Cruiser Hardtop (or equivalent, model 2013+) with fuel in excellent condition for Dima and Mai-Tsebri.
  • The bidder must assign a driver who can speak the local language.
  • CVT will not cover per diem or accommodation expenses for the rental driver.
  • All document certificates and handwriting must be neat, visible, readable, and validated.
  • All submissions must be made electronically through [email protected] including a scanned versions of technical and finical proposals. And clearly marked on the subject line of the email as Bid for CVT Vehicles CVT/AA/210/2026.
• Submission of documents will be accepted from July 24, 2026, to July 31, 2026 and will be close on July 31, 2026, at 5:00 PM.
• Late submissions will not be considered.
• Ability to deliver the required vehicle and model at the specified time and place. Delivery must take place within two (2) days after contract signing.
• Personal visits to the office or phone calls are not required.
• Note: The Center for Victims of Torture (CVT) reserves the right to accept or reject the bid entirely or partially without obligation.
