The MOR Mekelle Branch Office has the right to cancel the bid fully or partially. የጨረታ ማስከበሪያ ዋስትና (C.P.O) በሚመለከት ከመከፈቱ በፊት በአካል ወይም በህጋዊ ወኪል በመቅረብ የማስያዝ ግዴታ አለባቸው። ተሽከርካሬዎቹ ውል ከማሰራችን በፊት ቀርበው በቴክንክ ኮሚቴ የሚረጋገጡ መሆኑ አውቆ በተቀመጠው ግዜ ተሽከርካሪዎቹ የማቅረብ ግዴታ አለባቸው። የተሽከርካሪ ዓይነት ጥራታቸውን የጠበቁ እና ጥሩ ይዞታ ያላቸው፣የሰሳተኛ ወገን ኢንሹራንስ ያለው፣ የቴክኒክ ምርመራ ሊያቀር የሚችል፣ የተሰራበት ዘመን 2007-2019 እና በሊብሬ 15 ሰው የመጫን አቅም ያለው ሚኒባስ ወይም ተመሳሳይ የመጫን አቅም ያለወ ሁሉም ያታደሱ የ2019 መሆን አለባቸው። በኤሌክትሪክ ሐይል የሚሰራ ቢሆን ይመረጣል፣
