The eight participating Youth-Led Organizations (YLOs), under the Windows of Hope Sustainable Jobs for Youth Project, implemented in partnership with Emmanuel Development Association (EDA) invite all interested, qualified, and eligible suppliers to submit sealed bids for the supply, delivery, installation, commissioning, operator training, warranty, and after-sales service of industrial sewing machines.

1. Procurement Requirement

The procurement consists of the following lots

Lot 1:- Direct Drive Single Needle Lockstitch Sewing Machines

Quantity:- 80 Units (16 machines each for five enterprises)

2. Scope of Supply

The successful bidder shall be responsible for

•  Supply of brand-new FIT industrial sewing machines.
•  Delivery of all machines to the designated enterprise locations in Addis Ababa.
•  Installation and commissioning of all machines.
•  Functional testing before handover.
•  Operator orientation and basic maintenance training.
•  Supply of user manuals and standard accessories.
•  Provision of warranty services.

3. Eligibility Requirements

Interested bidders shall submit copies of the following valid documents

•  Valid Trade License for the supply of sewing machines or related equipment.
•  Valid Business Registration Certificate.
•  Valid Tax Identification Number (TIN) Certificate.
•  Valid VAT Registration Certificate.
•  Valid Tax Clearance Certificate.
•  Certificate of Business License Renewal for the current Ethiopian Fiscal Year.
•  Company Profile indicating experience in supplying industrial sewing machines.

4. Warranty and After-Sales Service

The supplier shall provide

•  A minimum 6-month warranty covering manufacturing defects and faulty components.
•  Qualified technicians for maintenance and repairs.
•  Preventive maintenance guidance during the warranty period.

5. Installation and Training

The successful supplier shall

•  Install all machines.
•  Test and commission each machine before handover.
•  Demonstrate proper operation.
•  Train operators on
  •  Safe machine operation
  •  Routine maintenance
  •  Troubleshooting
  •  Machine adjustment
  •  Lubrication procedures

6. Bid Submission

Interested bidders shall submit

•  One Original Bid marked "Original"

All bids shall be submitted in a sealed envelope clearly marked

"Bid for the Supply, Delivery, Installation, Commissioning, Training, Warranty, and After-Sales Service of Industrial Sewing Machines for the Windows of Hope: Sustainable Jobs for Youth Project."

7. Bid Security

Each bidder shall submit a Bid Security equivalent to 2% of the total bid price in the form of a Certified Payment Order (C.P.O.) or an unconditional Bank Guarantee issued by a recognized commercial bank operating in Ethiopia.

8. Bid Closing and Opening

The bid shall remain open for 5 consecutive calendar days from the date of announcement.

•  Bid Opening Date Same day as closing
•  Opening Time 5:00 PM (Ethiopian Time)

Bid opening will take place in the presence of bidders or their authorized representatives who wish to attend.

9. Evaluation

Bids will be evaluated based on

•  Compliance with technical specifications.
•  Price competitiveness.
•  Warranty period.
•  Installation and commissioning plan.
•  Delivery schedule.
•  Supplier experience and past performance.

The contract will be awarded to the Lowest Evaluated Responsive Bidder.

10. Right to Accept or Reject

The participating Youth-Led Organizations, in consultation with Emmanuel Development Association (EDA), reserve the right to accept or reject any or all bids, wholly or partially, without assigning any reason and shall not be bound to accept the lowest-priced bid.
