(a) Financial Capability: The Bidder shall submit audited financial statements for the last 3(three) years (2015 E/C to 2017E/C) to evaluate the financial capability of the supplier as follows.
(1) Current Ratio: The Bidder shall demonstrate a current ratio of ≥ 1.2 in each of the last three (3) audited financial years (2015, 2016, and 2017 E.C.) The calculation shall be based on the audited balance sheet for each respective financial year. Failure to achieve a current ratio of 1.2 or higher in any one of the three years shall result in the Bidder being determined non-responsive to this qualification requirement. (2) Average Annual Turnover:ETB 107 Million
(3) Financial Resources: The Bidder shall demonstrate access to liquid assets, or lines of credit: ETB 7 Million

(a) Specific Experience: The Bidder shall have successfully completed, within the last three (3) years (2015 E/C to 2017 E/C) preceding the bid submission deadline, either one (1) or two (2) or three (3) contracts that are similar in nature and complexity to the Goods and Related Services under the Contract. The minimum value of the contract(s) shall be as follows: 1. Option 1: One (1) Similar Contract (Minimum Value): ETB 56,000,000 2. Option 2: Two (2) Similar Contracts (Minimum Value of Each Contract): ETB 28,000,000 each 3. Option 3: Three (3) Similar Contracts (Minimum Value of Each Contract): ETB 19,000,000.00 |

Notice:

- 6. All Bids must be accompanied by a bid security of ETB 1,000,000 (One Million Birr) or an equivalent amount in a freely convertible currency in the form of an unconditional bank guarantee or CPO in the name of the Ministry of Education.
- 7. The bid security shall be valid for twenty-eight days (28) beyond the end of the validity period of the bid.
- 8. The client reserves the right to accept or reject the bid partially or totally.
- 9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial Ownership Disclosure Form as included in the bidding document.
- 10. Any disputes arising under the contract shall be resolved in accordance with the applicable laws and dispute resolution procedures.
