Contract Title: Procurement of Lot 1: Laptop Computers and Lot 2: E-Reader Devices (Kindle or Equivalent). The procurement will be conducted through the Electronic Government Procurement (eGP) System, with each lot being treated as a separate bid.

  1. The Government of the Federal Democratic Republic of Ethiopia (FDRE) has received financing from the World Bank towards the cost of implementation of Grant Facility for Project Preparation Trust Fund (GFPP) in relation to: Ethiopia Education Transformation Operation for Learning Additional Financing (P182107) and intends to apply part of the proceeds toward payments under the contract for Procurement of Lot-1, Laptop Computer, and Lot-2, E-Reader Devices (Kindle or Equivalent). For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
  2. The Ministry of Education now invites sealed Bids from eligible Bidders for the Lot-1, Laptop Computer, and Lot-2, E-Reader Devices (Kindle or Equivalent) the procurement is conducted through the eGP system, with both lots being treated as separate bids.
  3. Qualification Requirements: In Addition to the requirements listed below, the bidders are encouraged to read and respond to the exhaustive list of post qualification requirements specified in the RFB Section III.
  4. Financial Capability: The Bidder shall submit audited financial statements for the last 3(three) years (2015 E/C to 2017E/C) to evaluate the financial capability of the supplier as follows.
  5. Current Ratio: The Bidder shall demonstrate a current ratio of ≥ 1.2 in each of the last three (3) audited financial years (2015, 2016, and 2017 E.C.) The calculation shall be based on the audited balance sheet for each respective financial year. Failure to achieve a current ratio of 1.2 or higher in any one of the three years shall result in the Bidder being determined non-responsive to this qualification requirement.

  1. Specific Experience:

The Bidder shall have successfully completed, within the last three (3) years ( 2015 E/C to 2017 E/C) preceding the bid submission deadline, either one (1) or two (2) or three (3) contracts that are similar in nature and complexity to the Goods and Related Services under the Contract. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s "Procurement Regulations for IPF Borrowers" (July, 2016; revised November, 2017; and July, 2018; November 2020, Sept. 2023 and Feb. 2025 "Procurement Regulations"), which can be found at the following website: worldbank.org. The bid is open to all eligible bidders as defined in the procurement regulations. This procurement conducted through the eGP system, with each lot being treated as a separate bid.

  1. Interested eligible bidders may obtain further information from the Ministry of Education, Executive for Procurement in the1st floor room no. 103 Old Building, during office hours from 8:30 a.m. to 12:30 p.m. in the morning and 1:30 p.m. to 4:30 p.m. in the afternoon.

  1. All Bids must be accompanied by a Bid Security: for Lot/bid-1 is ETB 1,000,000 (One Million Birr) and for Lot/bid-2 is ETB 15,000 (Fifteen Thousand Birr) or an equivalent amount in a freely convertible currency in the form of Unconditional Bank Guarantee or CPO in the name of the Ministry of Education. The bid security shall be valid for twenty-eight days (28) beyond the end of the validity period of the bid. The client reserves the right to accept or reject the bid partially or totally.
  2. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial Ownership Disclosure Form as included in the bidding document.
