  1. Amhara National Regional State Bureau of Health has invited scaled bids comprising of technical & Financial Proposal from eligible Bidders for providing all the necessary labor, material & equipment for the construction project listed above.
  2. Both the Pre-Qualification (Technical) and Non-Priced (Financial) Bid Documents may be obtained by any interested and eligible bidders upon submission of a written application to the Amhara National Regional State Bureau of Health, Procurement and Finance Work Directorate, and payment of a non-refundable fee of ETB 1,000. All inquiries and correspondences shall be addressed to the same office. The documents can be collected from the Bureau at P.O. Box 495, Bahir Dar; Tel: 058-226-6663/058-220-6150; Fax: 058-222-1626.
  3. Each bid shall be accompanied by an acceptable bid bond in the form of a CPO or an unconditional bank guarantee amounting to 1% of the bid price, clearly stating the name of the health facility and the Employer for which the bidder is bidding. The bid bond shall remain valid for 90 calendar days from the date of bid opening and for an additional 28 days beyond the bid validity period. The bid bond shall be submitted in a separate scaled envelope. The successful bidder shall be required to furnish a performance bond in the amount of 10% of the gross contract sum within 10 days from the date of issuance of the Letter of Acceptance.
  4. Bidders are strictly advised that they must read and comply in full with the "INSTRUCTION TO BIDDERS".
  5. The construction of works shall be completed within a maximum of 365 Calendar Days.
  6. Both the pre-qualification and priced bid documents shall be in separate envelopes & properly sealed (one ORIGINAL & one COPY);
  7. The Bid will be two stage evaluation; Technical evaluation first & financial least bidder will be awarded from responsive bidders;
  8. Bidders are expected to submit audited financial report verified by the respective Governmental Revenue Authority as specified in the Standard Bidding Document.
  9.  Any contractor registered with a competence level outside the region shall have their registration verified by the Amhara Regional Construction Authority and obtain a temporary registration permit. Failure to do so shall render the contractor ineligible to participate in this bid.
  10. The successful contractor shall provide double-cab pickup vehicle and all other engineering facilities as specified in the Standard Bidding Document (SBD) for the consultant.
  11. Any bidder whose previous contract with the ANRS Health Bureau was terminated must not participate in this bid.
  12. Sealed bid documents shall be submitted to the Amhara National Regional State Bureau of Health in two separate scaled envelopes, whereby the first sealed envelope shall contain the pre-qualification documents together with the CPO or Bank Guarantee, and the second scaled envelope shall contain the priced bid documents, and in addition, one complete set of all documents shall be sealed and submitted to the Bureau of Health, Procurement & Finance Directorate on the 21st day from the date of advertisement at 2:00 PM (Afternoon). The bids shall be publicly opened on the same day at 2:30 PM (Afternoon).

  14. The successful bidder shall be required to furnish an unconditional bank guarantee equivalent to the amount of the advance payment and to fulfill all required criteria. In the event of budgetary constraints or any other reasons beyond the capacity of the Bureau, the Client shall not accept any claims arising from delays in the release of the advance payment or from changes in the amount of the advance payment.
  15. All bidders are advice to conduct a site visit prior to submitting their bids. Bidders who fail to attend the site visit shall have no right to submit any claim related to site conditions or associated matters thereafter.
  16. ANRS Bureau of Health reserves the right to reject any or all bids without giving reasons therefore and to waive informalities and irregularities, which do not constitute a material modification in the bids received.
